Industry Feedback on GSA's Implementation of Section 876 of the 2019 NDAA: Increasing Competition on GSA Schedules

From October through December 2020, the General Services Administration (GSA) Office of the Procurement Ombudsman conducted a six-part series of listening sessions from Industry Representatives. They provided presentations and dialogue with GSA stakeholders to discuss the implementation of Section 876 of the National Defense Authorization Act (NDAA) beginning in the Fiscal Year of 2019.

There is a new flexibility to enhance competition under IDIQ contracts including under the Federal Supply Schedule program. Section 876 of the Fiscal Year 2019 John S. McCain National Defense Authorization Act gives  GSA the authority to focus on creating robust competition at the order level, rather than evaluating prices for services acquired on an hourly rate basis at the contract level.

Market Research Opportunity - Help GSA Examine Opportunity to Enhance Competition

GSA is seeking stakeholder feedback and collaboration on a new flexibility to enhance competition under the Federal Supply Schedule (FSS) program.  Section 876 of the Fiscal Year 2019 (FY19) National Defense Authorization Act (NDAA) gives GSA the authority to have an acquisition strategy that focuses on creating robust competition at the order level rather than evaluating prices for services acquired on an hourly rate basis at the contract level.
