889 Industry Engagement Event - Summary of Findings and Feedback Document

GSA hosted an industry engagement meeting on November 6, 2019 to build industry awareness of and hear industry perspectives on the prohibition  on contracting for certain telecommunications and video surveillance services or equipment under Section 889 of the National Defense Authorization Act for Fiscal Year 2019. Meeting attendees were provided the opportunity to ask questions, engage in discussion, and provide comments and feedback.The first document summarizes the findings and feedback and key recommendations from this industry engagement meeting.

There is a new flexibility to enhance competition under IDIQ contracts including under the Federal Supply Schedule program. Section 876 of the Fiscal Year 2019 John S. McCain National Defense Authorization Act gives  GSA the authority to focus on creating robust competition at the order level, rather than evaluating prices for services acquired on an hourly rate basis at the contract level.
