What is a Contractor Team Arrangement (CTA) under GSA IT Schedule 70?

A Contract Teaming Arrangement (CTA) is an arrangement between two or more GSA Schedule contracts to work together to meet an agency's requirements. The CTA allows the contractor to meet the government agency needs by providing a total solution that combines the supplies and/or services from the team members' separate GSA Schedule contracts. It permits contractors to complement each other's capabilities to compete for orders for which they may not independently qualify. A customer benefits from a CTA by buying a solution rather than making separate buys from various contractors.

Do All Team Members of a CTA Have To Be Small Businesses When Using a Small Business Set Aside?

 

Why do all members of the CTA have to be small businesses if an agency uses a small business set aside for their requirement?

It seems that Brad and I are receiving quite a few calls on this subject lately. I guess that is to be expected with the inception of discretionary set asides for the GSA schedules program as of November 2011.  Currently, the Small Business Administration (SBA) is working on developing policies in reference to set asides.
