There has been much speculation in recent months heard from the information technology services industry and seen in the press concerning the official release of the General Services Administration (GSA) Alliant 2 (A2) and Alliant 2 Small Business (A2SB) Governmentwide Acquisition Contract (GWAC) Request for Proposals (RFPs). In an effort to communicate to industry and other interested parties with an acceptable degree of transparency on the status of this pending procurement, I am providing this unofficial announcement to addresses some of those questions. 

Thank you all for you continued feedback and input.  As we move toward our announced industry day on November 3rd, your comments help us greatly as we clarify and codify the message.  In that spirit, we have reconsidered our "Critical Technology" approach and elements.

SRA appreciates the opportunity to respond to your request for comments on the Alliant II relevant technologies.  It is through collaborative processes like yours, where the entire community can participate and the government can assimilate...Read More

Lots of great input both on and off Interact - thank you. Liking techtarget.com v. the "pedia" portals. Thank you and I encourage more input.
After considerable review and thought, we are leaning toward the techtarget.com source. Frankly it offers the most useful information and seems clear. Gartner does not cover specific technologies in the glossary. Would anyone object to the use of this...Read More
When you ask "how can the government objectively measure innovation?" are you asking about cost savings?
    Alliant 2 Blogger
@Smorris: Thank you for your question.  We're open to your interpretation of innovation and more interested in how innovation can be measured objectively.
I'm sure many of the sources offered by others will be very helpful.  While this is a long-shot, I was involved with an ISO (International Standards Organization) Committee on Nanotechnology a few years ago.  And there were many discussions...Read More

Thank you for your previous input on Interact Question #1 – Labor Categories. Your input & feedback is greatly appreciated as many of the contributions & comments received are being considered. Many of the labor categories under the current GSA Alliant and Alliant Small Business GWACs are further subdivided by knowledge/skill level (i.e., Entry-Level, Journeyman, Senior, Master).   The approach being considered under Alliant 2 (A2) & Alliant 2 Small Business (A2SB) is to not further subdivide labor categories by knowledge/skill level.

Labor categories should be subdivided by using a numbering system (1 being the lowest) that aligns with common salary surveys (e.g. Towers-Watson.) In addition, labor category levels should be based on duties and responsibilities only, much like the...Read More

@michael.wiltse: Thank you for your feedback. Careful consideration will be given as we continue to move forward with our research.

CSC agrees with previous posts recommending that the labor categories remain subdivided by knowledge and seniority.  As this practice did / does for ANSWER, Alliant, OASIS, and Schedules, it will provide staffing flexibility, better and more...Read More

Our apolgies for late response to this question.  We believe sub-categorization is helpful to both Government and industry.  Pricing can vary dramatically, within an LC, based on levels of experience.  Industry can develop more accurate...Read More

Hope this post finds everyone well (or at least tolerating) and would ask that you consider our next area of research required to form the Alliant 2 family of contracts. This post will address the emerging trends associated with information technology and contract inclusions required to ensure the new Alliant family is market focused and capable of offering solutions to agencies for many years to come.

TASC, Inc. welcomes the opportunity to collaborate with GSA on Alliant II pre-planning. Open Government and industry community exchanges on OASIS led to a more effective and smooth acquisition process. 1. How critical do you think any of these...Read More
By far cyber , mobility and healthcare IT are the biggest trends that will continue. Outside of those three, I wouldn’t necessarily specify detailed language about a particular tech in the contract that might limit GSA's ability to rapidly...Read More

You can expect industry to provide significant input to these much anticipated procurements. Thanks for taking this approach for an interactive development process.

    Has a NAICs been selected?
    Alliant 2 Blogger
No, we are in the pre-planning stage to determine the appropriate information technology NAICS code. This information will be revealed when the official RFP is released early next year.
