GSA Has a Big Heart for Small Business

September 13-17, 2021, is National Small Business Week, an opportunity to recognize the contributions of America’s entrepreneurs and small business owners. The U.S. General Services Administration has always had a heart for small business. Contracting with small businesses is a win-win for both the federal government and the small business community.

GSA’s Office of Professional Services and Human Capital Categories (PSHC) is committed to ensuring small businesses are well represented in our professional services and human capital contract offerings including: One Acquisition Solution for Integrated Services (OASIS), Human Capital and Training Solutions (HCaTS), our Multiple Award Schedule (MAS), and the new Services Multi-Agency Contract (MAC) we are developing. 

OASIS

  • In October 2020, we completed a major on-ramp, adding hundreds of contractors to the Best-in-Class (BIC) OASIS  Small Business (SB) family of contracts. Today there are more than 500 contractors across seven unique pools. 
  • We also established new OASIS 8(a) Small Business contracts to provide the 8(a) community expanded access to OASIS while creating more options for federal agencies to meet their 8(a) business development program goals through both competitive 8(a) set-asides and 8(a) directed task order awards. In total we added 118 8(a) companies through two distinct 8(a) on-ramps (Flowdowns and Eligible Existing Contractors from Small Business Pools and Competitive Awards). 
  • OASIS Unrestricted also has significant small business use - with 50% small business subcontracting goals which, when combined, equates to nearly 75% of business under the OASIS program being targeted for small businesses.
  • OASIS Unrestricted (OASIS U) and OASIS Small Business (OASIS SB) have been extremely successful and widely adopted. As of August 26, 2021, the following performance has been captured on the OASIS / HCaTS dashboard
    • Total Task Orders Awarded:  2,834
    • Total Obligated Dollars: $39 Billion
    • Percentage of Task Orders going to Small Business: 67%
    • Percentage of Dollars Obligated going to Small Business: 41%

HCaTS

Last year, the HCaTS program also established separate 8(a) contracts, adding 36 new 8(a) small business partners. This on-ramping creates a separate, independent HCaTS contract exclusively for 8(a) small business procurements and expands competition within the program. 

The HCaTS SB contracts have proven successful in supporting federal agencies with their human capital procurement needs. As of August 26, 2021, the following performance has been captured on the OASIS / HCaTS dashboard

  • Total task orders Awarded:  225
  • Total Obligated Dollars: $502 Million
  • Percentage of Task Orders going to Small Business: 62%
  • Percentage of dollars obligated going to Small Business: 32%

MAS

The MAS program is also small business-focused. Approximately 78% of the companies on the Tier 2 MAS-Professional Services Category and MAS Human Capital Category are also small businesses. In addition, year to date Fiscal Year (FY) 21, approximately 35% of dollars in these categories have been awarded to small businesses. 

New Services MAC

Finally, we are keeping our small business focus front and center as we develop a new Services MAC to support federal agencies’ procurement requirements for services. The new services contract will have specific benefits for small businesses including:

  • Enhanced opportunity and access for small businesses and socioeconomic concerns, enabling agencies to meet their small business goals.
  • Simplified proposal submission requirements to minimize associated costs.
  • Reduced contract duplication allowing small businesses to manage a single services contract.
