GSA and the Department of the Navy Small Business Innovation Research Success

The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs encourage small businesses to engage in Federal Research/Research and Development (R/R&D) with the potential for commercialization. Through a competitive awards-based program, small businesses can explore their technological potential and provide the incentive to profit from its commercialization. The General Services Administration (GSA) awards and administers SBIR/STTR work on behalf of Federal agencies.

On behalf of the Department of the Navy, Naval Sea Systems Command (NAVSEA), United States Naval Surface Warfare Center Philadelphia Division (NSWCPD), GSA’s Federal Acquisition Service (FAS), Office of Assisted Acquisition Services (AAS) in the Great Lakes Region (Client Support Center 5) awarded Kinetic Protection, LLC a 5-year, SBIR Phase III Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ceiling value of $28.6 million to manufacture and deliver ballistic shields for multiple United States Navy CVN “aircraft carrier, fixed wing, nuclear powered” Class Ships. The work and assembly of the products is primarily performed at the contractor and subcontractor locations within the United States. 

Under the SBIR Phase III IDIQ, NAVSEA can manufacture and deliver both center and lateral panels to outfit multiple CVN ships in its fleet. These are reconfigurable and non-reconfigurable advanced ballistic shields for crew-served weapons stations. The ballistic shields are essentially armor plates covering crew-based areas of a ship and constructed of state-of-the-art materials and made to withstand a standard of ballistic impact specifically designed for different classes of Navy ships. These products provide ballistic protection while being able to withstand the uniquely harsh environment present on seaborne vessels (e.g., waveslap).

Client Support Center 5 has awarded two Task Orders against the IDIQ to Kinetic Protection, LLC to manufacture and deliver the ballistic shield solution on multiple Navy assets.
