Office Hours: Acquisition Planning Packages Overview

To help federal agencies with the professional service’s acquisitions, the Office of Professional Services and Human Capital Categories has prepared a series acquisition planning packages that outline best practices and include ordering guidance tailored to specific subcategories and SINS offered on GSA’s Multiple Award Schedule – Professional Services Category. 
The Acquisition Planning Packages contain sample Requests for Information (RFIs), Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statement (PWSs), Independent Government Cost Estimates (IGCEs), and buying guides to make ordering easier for contracting officers.
This month join us for this in-depth look at the Management and Advisory subcategory acquisition planning packages. In addition, learn more about the benefits of using the GSA Schedule to meet your professional services requirements including order-level competition, flexibility, enhanced oversight and regulatory compliance.

Industry Partner Briefing: How Small Business can leverage the Forecasting Opportunities Tool and Create Effective Capability Statements

Representatives from GSA’s Office of Small and Disadvantaged Business Utilization (OSDBU) will discuss and demonstrate how to use the Market Forecast of Contracting Opportunities Tool for small businesses to find professional services related opportunities under the Multiple Award Schedule - Professional Services Category. Additionally, a representative from the Procurement Technical Assistance Center (PTAC) will present information on best practices on creating an effective capability statement.

HCaTS DPA Training

HCaTS consists of two indefinite-delivery indefinite-quantity (IDIQ) government-wide contract vehicles: HCaTS and HCaTS SB. These vehicles provide reliable, flexible, fast and efficient ways to obtain the best value customized solutions for human capital management and training requirements.
Before issuing task orders under HCaTS, Federal Contracting Officers (COs) must complete training and receive a Delegation of Procurement Authority (DPA). This training covers: basic contract information, scope, ordering process, roles and responsibilities, and resources for HCaTS.
OASIS DPA Training

Remember, you can sign up for OASIS DPA training at any time through DAU’s Virtual Campus by searching FAC 152.
Delegation of Procurement (DPA) training gives Contracting Officers access to the OASIS Unrestricted and OASIS Small Business contract vehicles and teaches best practices for task order issuance. A single DPA will be issued for both OASIS and OASIS SB. Warranted contracting officers (a contracting officer appointed pursuant to FAR 1.603) can request a DPA, which allows direct access to our Governmentwide Acquisition Contracts (GWACs). The DPA clearly delineates the roles and responsibilities between the GSA contracting officer and the ordering contracting officer, and complies with the Office of Management and Budget's (OMB) executive agent designation to GSA.
DPA requestors must have a .gov or .mil email address. Requestors who do not have a .gov or .mil email address must submit a copy of their warrant as a federal contracting officer to oasisdpa@gsa.gov for consideration.
