HCaTS DPA Training

HCaTS consists of two indefinite-delivery indefinite-quantity (IDIQ) government-wide contract vehicles: HCaTS and HCaTS SB. These vehicles provide reliable, flexible, fast and efficient ways to obtain the best value customized solutions for human capital management and training requirements.

Before issuing task orders under HCaTS, Federal Contracting Officers (COs) must complete training and receive a Delegation of Procurement Authority (DPA). This training covers: basic contract information, scope, ordering process, roles and responsibilities, and resources for HCaTS.

Spotlight Webinar: Cost Avoidance Methodology

Cost avoidance is one of the key performance indicators used to measure the impact category management initiatives are having across the federal government. The governmentwide Professional Services Category (PSC) has found that agencies avoided more than $91 million in administrative costs in FY 2019 by using GSA Schedule, an existing Tier 2 governmentwide contract, rather than standing up a new contract or making open market purchases. In Fiscal Year 2017, the PSC developed an analysis of cost avoidance for the One Acquisition Solution for Integrated Services (OASIS) contracts. That methodology showed that agencies can avoid approximately $12,250 per task order by using this Best-in-Class suite of contracts. In FY19, avoided $4.9 million in administrative costs by using OASIS for the professional services requirements. Learn more about these methodologies and how using an existing government wide contract is one cost avoidance measure that leverages administrative efficiency and frees up existing agency resources to focus on mission critical work.

OASIS DPA Training

Remember, you can sign up for OASIS DPA training at any time through DAU’s Virtual Campusby searching FAC 152.

DPA training gives Contracting Officers access to the OASIS Unrestricted and OASIS Small Business contract vehicles and teaches best practices for task order issuance. A single DPA will be issued for both OASIS and OASIS SB. Warranted contracting officers (a contracting officer appointed pursuant to FAR 1.603) can request and Delegation of Procurement Authority (DPA), which allows direct access to our GWACs. The DPA clearly delineates the roles and responsibilities between the GSA contracting officer and the ordering contracting officer, and complies with the Office of Management and Budget's (OMB) executive agent designation to GSA.

DPA requestors must have a .gov or .mil email address. Requestors who do not have a .gov or .mil email address must submit a copy of their warrant as a federal contracting officer to oasisdpa@gsa.gov for consideration.
