GSA’s Enterprise Infrastructure Solutions: Update on Suppliers’ Security Authorizations

GSA is dedicated to providing agencies and suppliers with the resources, tools and support they need to ensure the Enterprise Infrastructure Solutions (EIS) program is successful. EIS is a critical tool for helping the federal government modernize its IT systems and networks. Each company that received an EIS award is required to complete the security authorization process to earn their Authority to Operate (ATO) designation, which ensures they are capable of handling the federal government’s most sensitive data.

In order to accept and deliver services on an EIS task order from a customer agency, an EIS supplier must receive its ATO designation from GSA. Prior to applying for an ATO, an EIS supplier must successfully complete Business Support Systems (BSS) functional testing and the Federal Information Security Management Act (FISMA) Assessment & Authorization (A&A) process. The FISMA A&A process includes a statutorily required comprehensive System Security Plan (SSP).

The current status of each EIS awardee’s progress toward receiving their ATO is available in the attached report.

The report includes each suppliers’ progress through the five major milestones required to receive their ATO and will be published on the EIS Interact page on a monthly basis to keep stakeholders apprised of suppliers’ progress. Given current levels of SSP completion, it’s possible that not all EIS suppliers will receive an ATO designation by Q2 FY19.

GSA is continuing to counsel and work closely with all EIS suppliers and agency partners to prepare for and achieve key milestones. GSA knows there’s a challenge when it comes to timing, that is why we’re continuing to meet weekly with suppliers to help them complete their plans. In a spirit of partnership, GSA continues to dedicate agency resources to expedite the ATO process.

All key partners want to make progress transitioning to the EIS contract -- agency customers, GSA, and suppliers alike. Working together we can hit key milestones and begin to experience the benefits of EIS across the federal government.
