Are You Ready for BMO Phase II?

Hello Industry partners!

The Building Maintenance and Operations (BMO) team is anticipating the release of the final Phase II RFP's in the very near future!  As you ​may be aware, the Zone 1 BMO strategic sourcing solution is already up and running and we are excited as we prepare for expansion into Phase II.

In Phase II, there will be two RFP's posted to FedBizOpps: one unrestricted, the other a Small Business set aside. The Draft Solicitations were opened and closed on FBO and can be found here: BMO Zones 2-6 Draft Solicitation.

WHAT IS BMO?

BMO is a comprehensive and flexible solution covering all high-demand BMO services. It is an open market, multiple-award, indefinite delivery, indefinite quantity (MA-IDIQ), government-wide contract vehicle supporting the strategic sourcing initiative to reduce costs and drive efficient purchasing by federal agencies.

The ​scope of BMO covers the following service categories​:

o   HVAC Maintenance

o   Plumbing & Pipefitting

o   Electrical Maintenance

o   Elevator Maintenance

o   Janitorial

o   Landscaping/Grounds Maintenance

o   Fire Alarm System Maintenance & Repair

o   Fire Suppression System Preventive Maintenance & Repair

o   Roofing Services

o   Building Management Services

o   Architectural and Framework Building Maintenance Services

o   Commissioning Services

o   Elevator Inspection Services

o   Pest Control

o   Waste Management & Recycling Services

o   Cemetery Maintenance

o   Other Facilities Management-Related Services

 

ZONES COMING UP

 

It is proposed that the​ BMO Phase II will add five additional zones to the solution and the goal is to award by the end of 2016.  The zonal approach creates reasonably sized areas in which small businesses can realistically compete and operate.  These are the five ​proposed new Phase II zones:

 

  • Zone 2 - Maine, New Hampshire, Vermont, Connecticut, Rhode Island, Massachusetts

  • Zone 3 - Florida, Georgia, North Carolina, South Carolina

  • Zone 4 - Texas, Oklahoma

  • Zone 5 - California, Nevada

  • Zone 6 - Kansas, Nebraska, Missouri, Iowa, Illinois

 

2) WHY SHOULD I BE INTERESTED IN BMO?

 

Federal agencies utilize strategic sourcing contracts to better leverage purchasing power, reduce costs, and improve overall performance. The BMO contract vehicles provide a streamlined process for agencies to acquire building maintenance and operations services, while reducing administrative costs for the customer.  Agencies want to use it, and therefore it is in your best interest to be a part of BMO.

Just a reminder: vendors can be awarded a BMO contract by offering either Operations and Maintenance Services (O&M) OR Facility Support Services (FSS).......or both!  To promote small business, additional evaluation credit will be given to those companies with one or more of the following socio-economic designations:  small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns.

 

BMO Phase II Service Groupings: Are Both Required to Bid??

BMO Phase II solicitations will have the two separate Service Groupings of O&M and FSS that were included in Zone 1.  Under each Service Group, there are services that have been designated as required or optional.  The “required services” are the minimum services the offeror must be able to provide in order to compete for a contract under this solicitation.  The “optional services” are additional services offerors can provide as part of a total solution.  Offerors have the option of offering one or both service groups.  If you are offering on both, FSS is included as an optional under O&M.
