Building Maintenance & Operations (BMO) Government-wide Strategic Sourcing Solution

Hello Industry!

The final BMO Phase 2 Solicitations are projected to be released later this month.  Below are some significant changes to note in the final solicitations.

Multiple Zones

There will be two solicitations (Unrestricted and Small Business) with Contract Line Item Numbers (CLINS) for each zone. Both the Unrestricted Solicitation and the Small Business Solicitation will be comprised of 5 different zones (separated by CLIN). Offerors may propose one or multiple zones that will be awarded by CLIN.

Pricing

As with Zone 1, where the Washington, D.C., wage determination was provided to use for Service Contract Labor Standards (SCLS) labor categories, the Phase II solicitations (Unrestricted and Small Business) will provide one wage determination per zone (Z2-Boston, Z3-Atlanta, Z4-Houston, Z5-San Francisco, Z6-Chicago). Offered BMO pricing will be evaluated by zone.

Service Groupings

The two separate Service Groupings of Operations & Maintenance (O&M) and Facility Support Services (FSS) have been removed. To be eligible for award, offerors must provide sufficient relevant project experience for all of the required BMO services: Elevator Maintenance (for the Unrestricted Solicitation only), HVAC, Electrical, Plumbing and Pipefitting, Janitorial, and Landscaping/Grounds Maintenance.

Service Categories

Fire Suppressions System Preventative Maintenance and Repair Services now includes both dry and water-based systems.

Relevant Project Experience

When evaluating an offeror’s relevant project experience, the capabilities and past performance of first tier subcontractors, teaming partners, and/or participating entities of a Joint Venture will be considered as long as a Contracting Teaming Agreement Commitment Letter is provided with the offer for each service category as applicable.
