Request for Information (RFI) Released on FedBizOpps (FBO)

On April 28, 2014, OPM and GSA signed a Memorandum of Understanding (MOU) combining the two agencies’ areas of expertise and resources by establishing a partnership to procure the next generation of human resource (HR) service and training contract solutions.  Since this announcement, a number of important activities and decisions have been made about how we will move forward to achieve this goal:

  • The Federal Strategic Sourcing Leadership Council (SSLC) and Chief Human Capital Officer (CHCO) Council have approved a high level acquisition strategy for how we will procure HR and training services using several procurement vehicles:
  • Phase I:  Establish new Human Capital and Training Solutions (HCaTS) indefinite-delivery indefinite-quantity (IDIQ)  government-wide contracts  for federal agencies’ customized and complex HR and training service needs.  

As discussed in our December 22, 2014, HCaTS announcement, GSA will use an acquisition strategy similar toOne Acquisition Solution for Integrated Services (OASIS) and OASIS Small Business (SB), and will heavily use social media to ensure active engagement with and feedback from industry.

  • Phase II:  Rationalize the number and types of GSA Schedules that support the HR Services category.

Schedules will remain an important part of how the HR Services Category’s procurement needs are met.  Similar to the work currently underway to improve GSA’s Professional Services Schedules, work is required to improve HR and training Schedule offerings to better support the HR Services category.

  • We have established this HCaTS community of interest on GSA Interact to keep you informed of our activities.
  • GSA has established an acquisition team to lead and manage Phase 1 HCaTS procurement activities.  Principal team members include:

  • Program Manager:  To be announced
  • HCaTs Contracting Officer: Bjorn Miller
  • HCaTS Small Business (HCaTS SB) Contracting Officer: Gail Schneider
  • HR Services Category Customer Sponsor: George Price, OPM’s Deputy Associate Director for the Training and Management Assistance Program

Today, we formally launch Phase I HCaTS procurement activities. Click here for a direct link to the Request for Information on FBO. The HCaTS RFI provides information to industry on the entire scope of the project, asking for comments in a variety of areas including the planned acquisition strategy for the procurement, how applications will be evaluated and other topics to help the team develop a contract solution for multiple qualified contractors. Responses to this sources sought announcement are due no later than Monday, January 26, 2015, 5:00 pm EDT.  Please submit your responses to hcatsquestions@gsa.gov.The HCaTS team has also developed a Human Capital and Training Services (HCaTS) Industry Survey to collect feedback about this early procurement work.

<div style="font-family: arial, sans-serif; font-size: 13px;">GSA and OPM are strongly committed to working with Industry partners throughout the decision-making process.&nbsp; From our experience, Industry partners are more comfortable sharing feedback through a focused platform, as opposed to a traditional Industry Day.&nbsp; That said, if we feel it necessary, GSA and OPM will host an Industry Day prior to the release of the HCaTS RFP.&nbsp; In the interim, GSA and OPM intend to continue engaging with Industry partners through our Interact webpage and FedBizOpps.</div>
