HCaTS Update

Holiday Greetings from GSA and OPM!   My name is Jim Ghiloni and I am the Director of FAS’s Professional Services Program Management Office and will be serving as the Executive Program Manager for the Human Capital and Training Solutions (HCaTS) acquisition program supporting the OPM-led Human Capital category.  Along with my counterpart, George Price, Deputy Associate Director for the Training and Management Assistance Program

at OPM, I’d like to thank you for your interest in our HCaTS acquisition program.

The HCaTS program is the cornerstone of the new Human Capital category, part of OFPP’s Category Management initiative.  OPM will be the Category Manager for Human Capital and GSA is providing contracting support for the category including HCaTS and our Schedules programs. Together, we are working to develop the HCaTS contract solution, enabling federal agencies to acquire complex and tailored human capital, workforce support, and other training solutions within the context of the Human Capital Assessment and Accountability Framework (HCAAF).

So what can you expect from us?  In the near term, three things:

  • Using the model and lessons learned, from OASIS and OASIS SB, we will be using a similar acquisition strategy for this procurement  
  • To validate this strategy, we will release a Request for Information (RFI) on FedBizOpps to gather feedback from our industry partners and other concerned stakeholders on January 5, 2015.  Industry engagement is a key success factor in a complex acquisition such as this and we are truly looking forward to seeing all the great ideas that our stakeholders have to ensure that HCaTS is successful.  We’ve included a large number of questions in our RFI, and we hope that you all will read it and respond to the ones  which are most meaningful to you  
  • Once we review this input, we will use it to shape our draft Request for Proposals, which is scheduled for release in the first quarter of next year.
