Updates Made to JanSan Draft RFQ

Hello everyone,

The JanSan Team has made several improvements to the draft RFQ that will be released, in final form, late July / early August.  The team will not release another draft RFQ or market basket prior to that date.  Improvements are as follows:

JanSan Categories have been reduced from five* to four:

  •     Cleaning Compounds and Related Dispensers
  •     Non-Motorized Cleaning Equipment and Waste Receptacles
  •     Paper Products and Related Dispensers
  •     Motorized Cleaning Equipment and Accessories

(*Motorized Laundry Equipment has been removed from the Market Basket.  Items within this category were removed and NOT incorporated in other categories)

The number of BPAs and set-asides for each category was adjusted to reflect:

  •     Cleaning Compounds and Related Dispensers 6 BPAs (1 unrestricted, 4 set-aside for small business, 1 set aside for SDVOSB)
  •     Non-Motorized Cleaning Equipment and Waste Receptacles 5 BPAs (1 unrestricted, 3 set-aside for small business, 1 set-aside for SDVOSB)
  •     Paper Products and Related Dispensers 5 BPAs (4 set-aside for small business, 1 set-aside for SDVOSB)
  •     Motorized Cleaning Equipment and Accessories 5 BPAs (2 unrestricted and 3 set-aside for small businesses)

Changes within the market basket:

  •   Motorized Cleaning Equipment and Accessories            
                Floor Buffing Pads have been removed from the Motorized Cleaning Equipment and Accessories category and relocated in the Non-Motorized Cleaning Equipment and Waste Receptacle category. This will eliminate the requirement to be an AbilityOne distributor in the Motorized Cleaning Equipment and Accessories category.
  •     Vacuums with roller-ball technology have been removed from the market basket due to TAA issues

Now that we are beyond the late July / early August timeframe for release of the Jan San RFQ final form, is their an updated timeframe for release of the final Jan San RFQ.  With the end of summer upon us and the Labor Day weekend looming, does it make sense that the final RFQ will not be released until after September 3, 2013?

Some Ability One items in the market baskets such as paper products (i.e. paper towels, toilet tissue, etc.) are required to be added to schedule 75 (Office Solutions:  Supplies & Services). However, most Jan/San schedule holders are a custom to having paper products on Schedule 73 (Food Service, Hospitality, & Cleaning). Question: Can a company who has both a schedule 73 & schedule 75 be able to pick items from each schedule to complete the market basket or will all items being submitted have to be only one schedule?

There seems to be several possibilities for awards…either through GSA schedule 73, 75, and 51V.  Question:  Will the FSSI Jan/San RFQ stipulate which schedule will be required for participating in this RFQ, if so can that information be shared now?

The JanSan team has identified three schedules (51 V, 73 and 75) that cover the requirements.  Contractors are responsible for determining which of their contracts to use.  A column will be added to the quote sheet for contractors to identify the contract number for each product.
