I'd like to add a question from this discussion.  Would GSA consider an OS3 offer from a contractor team?  A teaming offer could be technically be submitted, if they were allowed, regardless of whether or not GSA pursues a Schedules-based...Read More

Currently, OS2 utilizes an award to a consortium of small business entities. Contract Teaming Arrangements are not anticipated from exclusion.GSA intends to consider any responsible and responsive proposals under OS3.

To meet immediate customer needs, can Industry provide same day delivery of office supplies to federal agencies in the top ten metropolitan areas by population through retail channels or priority delivery?

This would be considered to be a different level of service, but it is possible to offer same day delivery for unforeseen needs.  My belief is that perhaps a tiered offering might be a possible solution.  Many wholesalers run 24 hours per...Read More

The majority of providers are not likely to able to meet this standard as they don't have the resources. I imagine only the biggest retailers (Staples, Office Depot, etc) can make this sort of guarantee as they have "warehouses" and/or...Read More

What North American Industrial Classification System (NAICS) code(s) does your company currently use to provide office supplies?  If you supply to resellers please let us know which codes they're using as well.

Hello FSSI OS3 Community! Did you know that since inception in June 2010, 76% of all dollars spent through the FSSI OS2 vehicle have gone to small business? Prior to OS2 and under MAS 75, only 66% of spend went to small business. From the beginning of the program, we made increasing opportunities for small businesses a central component of the strategy. GSA is committed to maximizing small business opportunities as much as possible, and we will continue this commitment as we move to the next generation of the FSSI OS vehicle.

Office Depot does have sales under a BPA which falls under our Contract #GS-14F-0040K.   That BPA was awarded by GSA  (BPA# QSAA003-01.)  Office Depot  sells product at Marine Base...Read More

Small business numbers are a good thing to show, but what about Ability One use? This is a contract requirement, but are there any metrics that show how well Ability One items are being represented and sold? If not, there should be, especially for OS3.

Thank you for your comment and inquiries. Not only is Ability One a contractual requirement but a Federal mandate as per the Javits-Wagner-O’Day Act of 1971, as amended. Our current OS2 market basket is comprised of 33.5% of Ability...Read More

In OS2, basic office supply items such as pens, paper, toner cartridges, staples, etc. are considered in-scope.  For OS3, should we expand the scope to include small "stand alone" office furniture items such as tables and chairs not part of integrated  or modular furniture systems?

Yes it makes sense to adjust the scope to include the listed items in FSSI OS3 .

Only if OS3 is open to new contractors.  OS2 continued from an option period of OS1 and OS2 appears to be heading in the same direction (please correct me if I am wrong).  The FSSI OS program has been a point of pride for GSA, but it is a...Read More

For the upcoming OS3 program, how should GSA procure office supplies Outside the Contiguous United States (OCONUS)? Should we ship directly from the U.S. or should we look into buying from overseas (local) suppliers? Your opinion counts, please share your suggestions with us. Thanks!

It is good to hear that this question has been raised.  It occurs to me that this question raises other questions that need to be answered first.   Will overseas customer be required to adhere to the FAR?  The answer to that question...Read More

Currently when placing an order under the FSSI OS2 BPAs there is a minimum order requirement of $100, unless the vendor wishes to offer a lower minimum. This requirement was put into place to help lower costs and help the environment through less shipping. What does industry think about this minimum order requirement - should it be higher, lower or stay the same? Please share your thoughts with us. Thanks!
