Clarifying the intent of the Industry Contact Form - February 27, 2013

As OASIS evolves, the team is making decisions on various issues, and we are finding it is helpful to you if we continue to update older blogs for clarification and/or reaffirmation.  

There has been considerable discussion here on the use of teaming arrangements and joint ventures (JVs).  We have previously stated that GSA will evaluate relevant past performance of primes and offers from existing JVs that can demonstrate relevant past performance as a joint venture , as opposed to individual past performance of the JV partners.  We hope this clarifies any questions you may have as well as illustrates the purpose of the Industry Contact Form, which will serve as a useful tool for all industry stakeholders.
                                                                    
We’ve also received a number of  questions about the value of the Industry Contact Form and whether contractor teaming arrangements are allowed. Contractor team arrangements, as defined by the Federal Acquisition Regulation, include partnerships or JVs and the more typical prime/subcontractor relationships.  GSA anticipates that delivery of services on task orders placed under OASIS will frequently include prime/subcontractor teaming arrangements. With that in mind, and GSA's commitment to maximizing participation by small business in OASIS, the Industry Contact Form was designed to be a tool for: (1) small businesses interested in finding other capable small firms with whom they might consider a subcontracting arrangement to position themselves as capable of delivering total integrated solutions through an OASIS SB contract, and (2) large businesses to identify potential SB subcontracting partners in anticipation of being positioned to meet aggressive subcontracting goals.  

The Industry Contact Form was put in place very early in this development process to give all interested firms a head start on positioning themselves for their best competitive posture and for successful performance if awarded an OASIS contract.  We distribute this form bi-weekly to all firms who choose to provide their contact information through this venue.  We will continue to provide the industry contact tool for these purposes and any firm who wants to provide their company contact information for distribution as a networking strategy is welcome to add their name to the list.  For convenience, provided is a link to the Industry Contact Form.

As always, GSA is excited to have such interest in OASIS and looks forward to continued collaboration with industry.
