    When does GSAR 552.238-116 actually go into effect. The Federal Register had a date for March 28, 2022 for this to go into effect.

    Hello, thank you for your comment. GSAR 552.238-116 is effective in the GSAR on March 28, 2022, and the GSA acquisition workforce will start to use the clause on March 31, 2022, the effective date of Refresh 10 and implementation date of the clause.

    Over the past year, a FAS integrated project team investigated what the effects would be if GSA implemented Section 876, Increasing Competition at the Task Order Level into the MAS Program. They found limited benefits to GSA and customer agencies had significant concerns.

    Many factors are impacting the global economy and disrupting supply chains, including the ongoing recovery from the pandemic and the current conflict in the Ukraine. This has led to supply shortages and delays as well as price volatility. During this time GSA has been seeing an increase in Multiple Award Schedule (MAS) contract modification requests to increase pricing.
