FSS Schedule Items vs Open Market

I'm curious to understand how the buyer decides which factors determine purchasing items open market verses the EXACT same items on our FSS contract. We are the ONLY contractor to have those items on a FSS Class 65II-A contract. We notified the agent by phone and by read-receipt email, that those items are awarded on our contract, listed on the MSPV, and on GSA Advantage. The read-receipt email was viewed, and the phone call was ignored. Those items were purchased on an open market purchase order about a week after I notified the purchaser. This seems to be a pattern as this is not the first time this has happened to us.

My question is this; why go through the year long process and extensive expenses, when all our efforts to market our awarded contract continue to be ignored?

Assuming the purchase in question was from a VA buyer, then the purchase should have been made to a VA FSS contrctor for the same item. The VA is mandated to use VA schedules unless what they are looking to buy is not covered under a VA schedule.
