Do you know the difference between Statement of Work (SOW), a Performance Work Statement (PWS) and a State of Objectives? How do you decide which to use, and when? Join our experts to learn about the pros and cons of each, along with some examples and lessons learned from using each option.  A SOW is typically used when the task is well-known and can be described in specific terms. The SOW is used for more traditional procurements, when the government knows exactly what processes and methods the contractor must use when executing the planned work. The SOW is designed to describe what is to be done, but also how it is to be done.
 
The PWS is a feature of “Performance-based contracting.”  The PWS has two mandatory features: (1) work stated in terms of required outcomes or results, with the contract requirements set forth in clear, specific, and objective terms with measurable outcomes, as opposed to the manner/method/how the work is to be performed and (2) measurable performance standards and a way of assessing/ measuring /evaluating contractor performance against those standards.

A SOO also is a feature of performance-based acquisition. The SOO provides basic, top-level objectives, and expected outcomes or results of an Acquisition. The SOO requires competing contractors to respond with the PWS (i.e., their solutions), performance metrics, a measurement plan, and a quality assurance plan, all of which form the proposal/offer to be evaluated before contract award.
