Historically Black Colleges and Universities (HBCUs) were established in the United States during the 19th century to provide undergraduate and graduate level educational opportunities to people of African descent. Prior to the time of their establishment, and for many years afterwards, Blacks were generally denied admission to traditional educational institutions. As a result, HBCUs became the principal means for providing higher education to Black Americans.

The General Services Administration (GSA) through its Office of Small and Disadvantaged Business Utilization (OSDBU) launched the Virtual Veterans Discussion Board in May 2016.   The Discussion Board provides educational resources and support for VOSBs and SDVOSBs interested in doing business with GSA.
