Schedule order market research is no different than the market research you do for your open market (non-Schedule) procurements.  FAR Part 10 applies to Schedule orders, too.  The Request for Information (RFI) you post to eBuy is really the same as the Sources Sought Notice you would post on FedBizOpps for a non-Schedule procurement.  As this is part of market research, you are asking for statements of capability rather than quotes. A draft Performance Work Statement is typically included.  In those cases, comments are typically solicited on that Draft PWS document.  The RFI can then serve

The Northeast and Caribbean Region’s National Administrative Services and Office Support Center recently revised a section of the Multiple Award Schedule Program to help our troops returning home from Afghanistan and Iraq. Approved by FAS Acquisition Management, the revamped special item number enhances current services in traditional employee assistance while focusing on specific support services such as mental health and comprehensive wellness coaching for the war fighter, veterans, and their families.

This is a frequently asked question we cover to some extent in our standard Using GSA Schedules for Professional Services seminar but our friends at the Department of Interior recently pointed out during one of our seminar sessions that there exists no discussion on this topic online (or at least nothing they could find).  Well, I can’t find it either!

This blog post describes the reasons Ordering Officers sometimes need to include provision/clauses from the FAR or from their agency's FAR Supplement in Schedule task orders.  When we say that ordering agencies may add "non-conflicting" provisions/clauses to their RFQs, what do we mean?

It was definitely a long road to get to this point but the BPAs for PM/CPI Services have been awarded and are ready for use by anyone eligible to order from the Multiple Award Schedules.  Our own Brad deMers was the contracting officer and once he gets this program completely launched, you'll be seeing a lot more of him here on the SOS pages.

We have recently received multiple requests for the proper way to handle Termination for the Government’s convenience, as well as what costs are allowable. Well, here I go without further ado! The termination will be IAW FAR Part 8.406-5, terminations for convenience.   8.406-5 -- Termination for the Government’s Convenience.

Yes.  Or to be more accurate, I don’t see any reason why not.  There is certainly nothing in regulation or policy I am aware of which would preclude the inclusion of TDLs/TIs in a Schedule task order.  So for those of you who are familiar with the concept and have established procedures/formats I would say, “go for it!”

We often get questions from ordering agencies asking whether they can set-aside a requirement for small business. The short answer as of Nov 2011 is yes! Please follow the link here to see why: Can Schedule Orders Be Set-Aside for Small Business?
