    Section 3610 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act permits government agencies to reimburse at the minimum applicable contract billing rates, any paid leave, including sick leave, a contractor provides to keep its employees or subcontractors in a ready state, including to protect the life and safety of government and contractor personnel, during the COVID-19 public health emergency for the period March 27, 2020 through September 30, 2020 (not to exceed an average of 40 hours per week).

    GSA has received reports of companies fraudulently claiming to be GSA vendors attempting to exploit legitimate COVID-19 concerns to mislead consumers into paying exorbitant prices for products associated with COVID-19. If a supplier claims to be a GSA vendor, please verify or contact GSA’s National Customer Service Center at (800) 488-3111 or email NCSCcustomer.service@gsa.gov.

    GSA Office of Travel, Transportation and Logistics (TTL) Heavy Vehicles Acquisition Support Branch (QMAAB) conducted a virtual Industry Meeting for the Center for Vehicle Acquisition Multiple Award Schedule (MAS) Industry Partners on Thursday, March 5, 2020 via Meeting Space. The goal of the Industry Meeting was to discuss the MAS Consolidation and the recently released Mass Modification. A copy of the PowerPoint slides presented during the meeting including the questions and answers discussed during the meeting are below.

    All economic price adjustments (EPAs) in Schedule contracts are made in accordance with clause I-FSS-969 or clause 52.216-70, depending on whether the contract pricing is based on a commercial list price or not. Take a look at your Schedule contract to determine which clause applies to your contract. Once you determine which clause applies, read the clause to see what is expected under that clause (i.e. basis, frequency, and timing of EPAs). That should give you a good idea as to what is allowed and what the CO is looking for in terms of processing the EPA.
