    UPDATED to include the slides and Q&A from the advanced notice webinar. The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 - Refresh # 5 and an associated mass modification (mass mod) to all existing contracts in November 2020.

    Attention MAS contract holders: As of Nov. 30, 2020, contractors will use DocuSign to digitally sign documents in eOffer and eMod. This change to DocuSign aligns with GSA’s overall IT modernization efforts to support security and provide a solution that is legally recognized internationally.

    More than 95 percent of current Schedule contractors have already signed the Jan. 31, 2020 Mass Modification (Mass Mod) updating current contracts to conform with the terms and conditions of GSA’s new consolidated Multiple Award Schedule (MAS). The MAS PMO is dedicated to regularly updating the information we provide to our industry partners and our customers. We hope the resources listed in the post will help answer any questions you still have about the Mass Mod and assist with buying decisions.

    Over the weekend of Oct. 10, 2020, the supplier side of GSA’s eBuy platform was updated for security purposes to a two-step, multi-factor authentication (MFA) process using GSA FAS ID - a secure, centralized identity management system that lets users access many GSA applications with one email and password. GSA FAS ID was created as part of our overall IT modernization effort and has already been implemented on the FAS Sales Reporting Portal (SRP), GSA Advantage Purchase Order Portal, GSA Vendor Portal, and the Mass Mod Portal.

    To be in full compliance with the MAS Consolidation Mass Mod A812, all contractors must complete these two important steps by the end of March 2021: 1. Update their catalog in GSA Advantage; 2.     GSA’s eBuy is a Request for Quote (RFQ)/Request for Information (RFI) system that lets government buyers request information, find sources, and request and receive quotes from GSA contractors who have been awarded a Multiple Award Schedule (MAS) contract.     If your awareness of GSA’s Multiple Award Schedule or MAS program stops with the year 2019 - or earlier - it’s time to give us another look. 2019 is when the world of the Multiple Award Schedules program began to morph into the Multiple Award Schedule program --- but we did more than just drop an “s” and change our name. Our MAS contract vehicle has totally changed. We’ve modernized federal acquisition and improved the buying experience by consolidating our 24 existing schedules into a single Schedule for products, services, and solutions and addressed a lack of consistency across the Schedules.
