I would like for someone to assist me with the specifics of the Contractors Teaming Agreement when it is between a Large Business MAS contract schedule holder and a small business MAS contract schedule holder. Can anyone assist me with this information?

If a solicitation is reserved for Federal Supply Schedule vendors must be the solicitation  be restricted to only one Federal Supply Group (for example, Group 70 only, MOBIS only, etc.)?  Or can solicitations allow any Federal Supply Schedule contractor to quote using their federal supply schedule, not matter what FSG they are in?  Where is this written in regulation or guidance?

Contractors that are eligible to respond to a Schedule requirement are those whose Schedule contracts cover the scope of the requirement. So for example, if the RFQ is covered by the scope of Schedule 70, only Schedule 70 contractors would be eligible to...Read More

Thank you for attempting to answer the question. Unfortunately, this does not address all of the concerns.  In many cases, more than one schedule group covers the requirements.  Therefore, my quesiton is this, because contractors continually...Read More

MAS schedules are covered by FAR Part 8 .4 and those requiring a SOW follow 8.405-2...  There is nothing in there, I believe, that ever limits competition to one schedule or one SIN - however a CO may do this.. I have seen SOWs sent to various...Read More

ServCorp has held an MAS for over 5 years which was awarded with the selling price to the GSA at mark up from cost.  Suddenly, with the last EPA mod I submitted just a few months ago, the existing C/O insisted that I include the list price for each item and provide the selling price based on discount from list. The problem is that not ALL of the products we sell have a list price.  Additionally, we have not received any mods for this contract which changes the terms & conditions.  I also have great difficulty in getting responses from the C/O.

Hi, I've been looking at FAR pt 52 to see if there are any rules surrounding the FAR and the prime's authority and am not having any luck.   I need to know if the prime is award a FFP contract, if have the legal authority to issue the subcontractor a different type of contract (T&M, Cost Plus, etc) other than a FFP?  i.e. is a prorime reguiqred to issue a FFP contract to their sub or can they do any type of contract for their subs?

The contract types mentioned are listed in the FAR and apply to the contracts the government has with its contractors (e.g. primes). The government does not have privity of contract with a subcontractor and therefore it cannot say what types of contracts...Read More

The last comment here is true as far as it goes. Its important to remember, though, that the government does flow down specific clauses to subs. Primes are responsible for making sure their subs abide by those flow downs.

GSA Schedules are a convenient, effective option for both ordering activities and Schedule contractors. Ordering activities enjoy simplified ordering procedures and reduced prices, while Schedule contractors connect with federal business quickly and easily.
