GSA anticipates awarding OASIS contracts to firms that primarily provide knowledge-based services through the knowledge and skills of their professional employees in a manner that delivers a total solution to agency requirements. The primary professional service disciplines covered by OASIS include program management and consulting, professional engineering, logistics, and financial.

Understanding the general categories proposed, have you ever illustrated with examples the types of projects that could be conducted using this proposed contract?

Hi and thanks for the question.  Actually, we have presented three different examples in our presentations to the Coalition for Government Procurement.  While far from a complete list of examples that could be performed on OASIS, it does give...Read More

There is a rumor or some speculation that the RFP will not require or want subs to be named in the proposal.  True or false?
    OASIS Blogger
Hello.  The answer is TRUE.  Evaluations will be based on prime contractors only.  Thanks for the question.  Jim

GSA is making good progress with our acquisition planning process.   Currently, we are thinking that the best way to maximize Small Business (SB) participation is through the issuance of two solicitations: one OASIS-Small Business set-aside and one OASIS unrestricted.

Can a company add OASIS to their contract portfolio (like a PES schedule) at any time or only through this procurement effort? Thanks

Greetings OASIS Community! Today, I’d like to provide a general update on where we are and what’s coming up for OASIS. On June 11, the OASIS team asked Industry members to provide feedback on a variety of important issues via white paper. On behalf of all of us here, I’d like to thank all of the companies that took the time to respond to our request. Frankly, we were overwhelmed and thrilled with the response.

Jeff Koses presentation on July 26 at the MAGIC Conference mentions a limited number of awards based on best in class and best value determination. Can you tell us how many awards are planned for the full and open and SB? Thanks.

Hi there.  The Government has no predetermined number of awards that it plans to make.  We will award on a best value basis and there is no way to determine how many awards might be issued until proposals are received and evaluated. Jim

I'd like to take this opportunity to thank everyone for their participation in the OASIS one-on-one sessions last month. The final sessions concluded last week and the team here is reviewing the tremendous amount of feedback and ideas presented by Industry. I'm proud to say we met with 65 Industry partners, and the white papers presented a total of 22 questions.  As I've emphasized before, the OASIS team considers Industry a key partner in the OASIS development process.

Over the past few months, Industry members have expressed concern regarding the possibility of running into an OCI-- Organizational Conflict of Interest-- and how one could impact competition. Based on recent conversations, some Industry members would like to feel more comfortable competing at the task order level.   For your reference, here is a definition of an OCI:

Last week, I had the opportunity to discuss OASIS with Federal News Radio host Roger Waldron, president of The Coalition for Government Procurement. It was a pleasure to be interviewed by Roger, who has more than 20 years of government contracting experience. He was previously a senior procurement executive for the GSA from 2005 thru 2007; therefore, he has a great understanding of our business and knew just the right questions to ask.
