Hello OASIS Interact-ers!  February is upon us and I’m sure you’ve all noticed that we have yet to post our draft Request for Proposals (RFP).  As I promised last month, here is an update on where we are.  As many of you  know, we have a new Commissioner here in the Federal Acquisition Service (FAS), Tom Sharpe.

Hi Jim,What does the schedule look like now for Draft RFP release? Thanks.
    OASIS Blogger
Hi and thanks for the question.  We are continuing to brief stakeholders on the draft RFP in anticipation of releasing it in late March/early April. Jim

Hi Jim, Relative to your comment above on a contractor having a Purchasing System and EVMS - what do you mean by "an offeror will be given credit" - if they have these? Thanks.

While I can’t be too specific prior to the release of the draft RFPs, I can say that on any evaluation, we are looking at a combination of “must-have” qualifications (Pass/Fail) and “nice-to-have” qualifications (...Read More

Since releasing the OASIS Business Case, the most frequent questions we receive at GSA are about strategic sourcing and how it will be applied to OASIS.  I would like to use this update to address this issue directly and clarify key issues.

As we get closer to the release of the draft Request for Proposals (RFP), I thought it would be a good time to discuss GSA’s “Rules of Engagement” for interaction with our Industry Partners.

As follow on to Stephanie's question:At the contract/BPA level - will GSA allow a contractor to submit a proposal response as a Prime and also as a subcontractor to another prime? Thanks.
    OASIS Blogger
Hello and thank you for the question.  We intend that evaluation at the contract level will involve Primes only, so there will be no consideration of subcontractors at the contract level.  However, a prime OASIS contractor may sub to another...Read More

Jim,The response to Stephanie's question above leads me to another question. Given the potential expansive scope of services to be provided via OASIS, I wonder about the feasibility of small business primes to credibility respond to the requirements...Read More

Hello Damien and thanks for the question.  We will be utilizing the “prime only” evaluation approach for OASIS SB.  In principle, ALL companies, both large and small, generally have to team or subcontract to cover requirements where...Read More

Jim,Do you know how many Past Performance examples you will require from the Full & Open OASIS contract?
    dlehman12
Hi Jim,Good to see you at the PSC/Tech America event last week.  My question today is:Is it correct to assume that the 5 past performance examples full & open primes need to show 4 of the 5 funcitional areas to be a qualified example?Thanks....Read More
    OASIS Blogger
That is correct.  For the full and open OASIS procurement, primes will need to show 4 of the 5 core disciplines within each example.  For the OASIS SB procurement, primes will need to show 3 of the 5 core disciplines within each example....Read More

Jim,Will the government accept Direct Award Task Orders to a contractor (from a contract vehicle that another prime owns) as an acceptable past performance example for the full & open requirements? Thanks.
    OASIS Blogger
Thanks for the question.  If I understand the question correctly, based upon the words “from a contract vehicle that another prime owns”, you are talking about a subcontract, which would not be acceptable as a past performance example....Read More
