GSA’s website is full of information about the contract award process, but interviews with vendors tell us many find the Federal Acquisition Service’s (FAS) pages jargon-heavy and hard to navigate, with information not appearing where it would be most useful. Many also say they find the process of getting on the Multiple Award Schedules (MAS) very confusing. This is an obvious barrier for new companies trying to do business with the government, and seems to be hitting small and innovative ones especially hard.

In May, GSA leadership announced the decision to make the Transactional Data Reporting (TDR) pilot program voluntary for contractors on the Multiple Award Schedules and/or Special Item Numbers (SINs) included in the pilot program.  The TDR rule, published in June 2016, enables GSA to collect transactional-level data on purchases made through a GSA contract vehicle.

The attached slides were developed in an effort to help vendors navigate the Multiple Award Schedules (MAS) offer submission and contract award process. This information should be especially valuable to vendors looking to quickly obtain Schedule 03FAC contracts in anticipation of the proposed Fuel Systems Maintenance SIN.   For any questions or concerns, please contact either: Kim Kittrell (Contracting), kim.kittrell@gsa.gov, (816) 823-1288

On June 21, 2017 the Customer and Stakeholder Engagement (CASE) team from GSA’s Region Six presented the attached slide show to familiarize our Schedule 03FAC Industry Partners with our organizational structure and how our agency customers plan their acquisitions using our flagship contracting vehicle. Additionally, we provided the unique selling proposition that we believe saves our customers time and money and discussed ideas of how and when to make those selling points available to the contracting officers we both serve.
