Vendor Day: Cloud Computing SLA/Metrics Development Workshop

Introduction: NIST and DISA have coordinated to present a Vendor Day event on the use of Service Level Agreement (SLA) standards in the procurement of cloud computing services. The event is scheduled for Tuesday September 10, 2019 at the Holiday Inn in Gaithersburg, MD. The event is open to the public, but registration is required (see link below).


As cloud computing has become commonplace, the procurement and measurement of cloud services will continue to be challenges in the near future. Service Level Agreements (SLAs) are designed as part of the cloud contract that depict the specific service guarantees that a cloud consumer will expect from the cloud provider. In the USG Cloud Computing Standards and Technology Roadmap (NIST SP 500-293), Requirement 3 states a need for Technical specifications to enable the development of consistent, high-quality Service Level Agreements.


In recognizing this need, the topic was selected for standardization by ISO/IEC JTC1 and published as a 4-part compendium of SLA standards, ISO/IEC JTC1 19086. The first part, 19086-1, describes 12 possible Service Content Areas for SLAs. Part 2, 19086-2, establishes common terminology, defines a model for specifying metrics for cloud SLAs, and includes applications of the model with examples.


The morning sessions are open to the public and will bring together leaders from USG agencies to discuss their needs for a consistent and common description of SLAs to make necessary comparisons, gather a better understanding of the standard and how implementing the 19086 family of standards will help achieve this goal. There will also be discussions on the 19086 standard and the metric model and how it can be used to describe vendors’ SLAs.


The afternoon sessions are reserved for additional discussions with federal employees. In addition, vendors who wish to have their SLAs examined and analyzed with respect to the metric model of 19086-2 and discussed in a confidential manner will find that opportunity for engagement as well.
