The governmentwide Professional Services Category (PSC) will be shining a “spotlight” on several hot topics in the coming months through a series of interactive webinars. The “Spotlight” webinars are designed to share sound acquisition practices, from requirements development and market research to service delivery and contract close-out, and improve acquisition through inter-agency collaboration.

 

These webinars and shared resources support the governmentwide category management initiatives to make smarter and more efficient buying decisions. All webinars are open to the federal acquisition workforce and offer Certified Learning Points. In addition, webinars are recorded and posted on the Acquisition Gateway.

 


 

April 26: Organizational Conflict of Interest 202

 

Did you know 20% of the published decisions by GAO involved organizational conflicts of interest (OCI)?   While the number decreased in 2017, OCI remains a popular ground to challenge an award decision.  This webinar helps the contracting community combat this trend. During the webinar, NASA Senior Attorney Evelyn Lyon will explain the type of advanced planning and decisions contracting officers should make and the types of OCI provisions and clauses contracting officers should use. She will also address when waivers should be used and then this waiver may not be a silver bullet.

Ms. D. Evelyn (Eve) Lyon is a Senior Attorney at NASA.  She was the NASA legal representative to the Defense Acquisition Regulations Council (DARC)  were she was actively involved with the implementation of Federal Acquisition Streamlining Act of 1994 (FASA) and was the Legal Advisor to the FASA team drafting Part 12 of the FAR, the coverage pertaining to commercial items. Until December 2003, Ms. Lyon was the chair of the Commercial Products/Practices Committee to the DARC.  Ms. Lyon currently is assigned to the FAR team responsible for the rewrite of 9.5.
