  • Learn what the purpose of Minimum education/Experience is and how to ensure that the proposed labor categories meet those expectations
  • Learn about the GSA pricing methodology and what that means to a customer agency

Why is this topic important? GSA has negotiated prices and established labor categories with clear minimum education and experience requirements, it is a requirement that agencies only award services and labor categories that are already awarded under the schedule, if this isn't done, the services provided could be considered "open market." Currently GAO and IGs have discovered instances where Task Orders are being awarded with labor categories that do not meet the requirements of the solicitation. This has been the cause of several protests as well as compliance issues for both the agency and the contractor.
