During this session you will learn about Open Market Items (OMI) challenges under the Federal Supply Schedules (FSS) program. OMI are items/services which are not priced on the Federal Supply Schedule Contract. OMI may be included in an FSS order for administrative convenience. FAR 8.402(f) requires all applicable acquisition regulations pertaining to the purchase of the items not on the Federal Supply Schedule have been followed (e.g., publicizing (Part 5), competition requirements (Part 6), acquisition of commercial items (Part 12), contracting methods (Parts 13, 14, and 15), and small business programs (Part 19). It is generally impractical to meet all FAR 8.402(f) requirements without issuing a separate procurement outside the FSS program for those items. Note that “items” also includes services not priced on the FSS Contractors Price List.
