Update to Upcoming Solicitation Refresh #35 for 00CORP Professional Services Schedule (PSS): Incorporation of Changes to Proposal Instructions

Update April 16, 2019:

On April 15th, the General Services Administration (GSA) Federal Acquisition Service (FAS) held a webinar for the upcoming Professional Services Schedule (PSS) Refresh #35. If you missed the webinar and would like to review the presentation slides and Q&A, these documents are posted below.

Based on the very high number of questions received at the webinar, on Tuesday, May 21, 2019 2:00 - 3:30 PM ET,  PSHC will be hosting a follow-on webinar titled "Keeping Your PSS Contract Current".

This Industry Partner Briefing webinar will discuss important contract administration topics such as: contract modification, mass modification acceptance, the option process, and audits. Ample time is being set aside for in-depth Q&A at the end. To register for this webinar, select this link.

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to refresh the 00CORP - Professional Services Schedule (PSS) on or about April 30, 2019.  An Interact notice was posted about the upcoming refresh on March 25, 2019.

Due to systems issues relating to the upcoming transition to a consolidated Schedule, GSA has decided to cancel some of the significant changes outlined in the original Interact post. Specifically, GSA will not be implementing the proposed new provision SCP-FSS-001 to replace the four versions of SCP-FSS-001 that are currently incorporated in the PSS solicitation. However, GSA will still be incorporating the following two attachments to the solicitation:

  1. Proposal Checklist (with Administrative, Technical, and Pricing Templates). This provides a structured format for offerors to follow to ensure their proposal meets all solicitation instructions.

  2. Request to Hold Continuous Contracts  - This document applies to successful PSS contractors whose contracts are coming to the end of their 20 year contract period and who are seeking a follow-on PSS contract. This document will facilitate submission of the Schedule ordering activity information that is needed to evaluate FSS Program Contractor request to hold continuous contracts for a period of time.

Please see Attachment 2, “00CORP - Professional Services Schedule Refresh #35 Draft New Proposal Attachments,” for the new attachments that will be incorporated into Refresh #35.

GSA FAS is hosting a public webinar about these updates to the PSS on April 15. It will be in a listen-only format, but participants will be able to ask questions via an online chat function. The webinar information is provided below.
