Upcoming Solicitation Refresh #29/Mass Modification for 00CORP Professional Services Schedule (PSS): Incorporation of changes to SIN 874-8 and an updated Price Proposal List (PPL) template

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to refresh the 00CORP Professional Services Schedule (PSS) in April 2018.  This update will implement changes to Special Item Number (SIN) 874-8 and an updated Price Proposal List (PPL) template.

IMPORTANT: Refresh #29 and the associated mass modification will also update Service Contract Wage Determinations. For more information on the updated Wage Determinations, please click here to read the March 22, 2018 GSA Interact Notice.   

 

GSA FAS will host a public webinar to provide interested parties an opportunity to learn about the updates to SIN 874-8 and the Price Proposal List Template.  The webinar will be in a listen-only format with the ability for participants to type questions via an online chat function. The webinar information is provided below.

GSA FAS will issue a bilateral modification to incorporate the planned changes into existing contracts.  Multiple Award Schedule contractors will have 90 days to accept the mass modification.

GSA has proposed three (3) new columns in the Price Proposal List template (a) Labor Category Description Keywords, (b) Required Licenses or Certifications, (c) Security Clearance. During the 4/18/18 public webinar Q&A it was indicated that all three columns would be mandatory for completion. As not all labor categories require licenses/certifications and/or security clearance, it is suggested that these items be optional for completion rather than mandatory. Or if mandatory, that a "None" or "N/A" response be allowed.

The Instructions Tab of the Price Proposal List template provides the following guidance related to completion of these columns: Required Licenses or Certifications (Services Tab Only) - Enter required licenses or certifications that must be held by individuals performing under the labor category. State "None" if not required. Security Clearance Required (Services Tab Only) - Indicate whether individuals performing under the labor category are required to possess a security clearance. Note: The Security Clearance Required column has a Yes/No dropdown

This comment is in regards to the requirement to indicate whether the labor category has a security clearance. Security clearances are usually given to individuals, and not necessarily assigned to a labor category. There may be several employees in a company that comprise the workers for that labor category, some may have a security clearance and some may not. How will that work? If yes is marked in that column would GSA expect all employees who fit into that labor category have security clearances, even it only one employee has a clearance?
