Upcoming Mass Modification for All Schedule Contracts to Add New Clauses Prohibiting Use of Covered Telecommunications Equipment


Attention all Schedule holders:

In September 2019, the General Services Administration (GSA) Federal Acquisition Service (FAS) will issue a mass modification to all GSA Multiple Award Schedule (MAS) contractors to bilaterally add the following clauses to your Schedule contract:

  • FAR clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2019) 
  • GSAR clause 552.204-70, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2019) 

Two actions are required on your part within 60 days: 

  • Accept the mass modification in the system to incorporate the clauses into your contract
  • Provide the representation required by GSAR 552.204-70(c) as prompted by the system

Acceptance of the modification is required to implement Section 889(a)(1)(A) of the FY19 National Defense Authorization Act (P.L. 115-232). GSA will monitor contractor acceptance and may cancel contracts that have not accepted the modification. Acceptance of the modification is mandatory prior to exercising the next contract option period.


Contractors will have 60 days to accept the mass modification.
