The General Services Administration (GSA) Federal Acquisition Service (FAS) Integrated Workplace Acquisition Center (IWAC), in an effort to streamline and improve the acquisition experience for vendors and customers, has identified opportunities to reduce redundancies by combining SINs, enhance SIN descriptions based on industry and customer feedback, and retire low-performing Special Item Numbers. In preparation for these intended changes, IWAC is seeking feedback from industry. Below is the Draft version of these changes; please either submit your feedback in the comment section below, or to schedule36@gsa.gov, NLT July 30th.

 

Combine all mail management SINs into a single “Mail Management, Systems, Processing Equipment and Related Solutions”  SIN as detailed below:

 

Change SIN 733 1 name and description To:

733 1 Mail Management, Systems, Processing Equipment and Related Solutions

 

Includes Mailroom Administrative Support Services, Presort Mail, Miscellaneous Mail Services, List Management Services, Mailroom Ergonomic Analysis Services, Mail Screening and Inspection Services.

 

Mailroom Administrative Support Services include daily mailroom administrative services consisting of, but not limited to, accepting incoming mail from USPS and courier services such as UPS and FEDEX; accepts and signs for certified mail, registered mail, & overnight mail. Makes distribution of all mail using an Office Roster. Processes outgoing mail, metering flats, letter, packages, etc.

 

Presort Mail includes management, supervision, labor, materials, supplies, and equipment, as well as planning, scheduling, coordinating, and assuring effective performance of all services described herein. Contractor will be required to provide a minimum of presort mail and barcode services applicable to the postage discount level offered, for domestic First Class Federal Government Mail, for various Federal Agencies in accordance with standard commercial practices and all USPS regulations. Contractors are required have and continually maintain an USPS Coding Accuracy Support system (CASS) certification.

 

Miscellaneous Mail Services includes management, supervision, labor, and equipment; plans, schedules, coordinates, and assures effective performance of all services described. Consists of preparing/packaging mail, addressing, labeling, folding, inserting, bursting, collating, mail match, wrapping, software services, metering, and stamping mail.

 

List Management Services include data entry, address label printing, lists management, list cleanup and list coding.

 

Mailroom Ergonomic Analysis Services may include, but are not limited to, workflow analyses, studying and improving mailroom processes, productivity studies, task analysis, time & motion studies, determining optimal mailroom layout, site-specific ergonomic training, space planning, and process equipment assessments.

 

Mail Screening and Inspection Services involves on-site and off-site examination of incoming mail, packages, etc. to detect any form of contamination (e.g., hazardous materials, chemicals, or explosives). This service includes personnel, materials, equipment, and facility to properly screen and inspect all incoming mail.

 

This SIN also includes related equipment such as Mail Processing Machines, Systems and Related Software, Rental Plans for Postage Meters and Other Related Mailing Equipment.

 

Delete SINs:

 

733 2 Presort Mail

733 3 Miscellaneous Mail Services

733 4 List Management Services

733 5 Mailroom Ergonomic Analysis Services

733 6 Mail Screening and Inspection Services

50 205 Rental Plan for Postage Meters and Related Mailing Equipment

50 163 Mail Processing Machines, Systems and Related Software

50 287 Money Handling & Processing Machines

 

*Note-Contractors with the SINs to be deleted who do not also have SIN 733 1, will work with their Contracting Officer to have SIN 733 1 added to their contract. All products and/or services from the deleted SINs will be transitioned to SIN 733 1 upon completion of the SIN addition.  

 

Update SIN 51 58B to include Lease to Own Plan (LTOP) for “all other products” as detailed below:

Change SIN 51 58 B SIN Description To:

51 58 B Lease to Own Plan (LTOP) and Operating Lease Plan - (All Other Products)

Includes Lease to Own Plans and Operating Lease Plans applicable to all other products (e.g., laboratory imaging systems, mailroom equipment, typewriters, darkroom equipment and supplies, network optical systems, under this schedule with the exception of copiers. Operating Lease Plans allow Federal customers to lease the equipment for a monthly rate over a period of time, with NO intent to purchase the equipment at the end of the lease agreement period. Ownership of the asset remains with the lessor. LTOP allows Federal customers to lease the equipment for a monthly rate over a period of time, with the intent to purchase the equipment at the end of the lease agreement period. Maintenance is not included under this SIN and therefore may be acquired under SIN 51 57. Consumable supplies are not included under this SIN.

 

Update SIN 51 400 to include all types of 3D printing and additive manufacturing equipment and related services as detailed below:

3D Printing & Additive Manufacturing Solutions

This SIN includes additive manufacturing (AM) products and services providing components of a total solution. All 3D printing machines capable of producing functional objects/parts from commercially available AM processes to include polymers, metals, carbon fiber and etc. that range from desktop to production level machines are included. All required commercially available AM consumable materials are included. All AM service providers, integrators and professional labor categories offering a customer defined requirements solution (i.e., Prototyping, Part/Object Production, Research & Development, Simulation, Analysis, Performance/Testing, Qualification/Certification, Supply Chain Assessment, Life Cycle Management, Training, Repair) are within the scope of this SIN. All equipment and services to perform 3D scanning (metrology) practices involving contact and non-contact operations are included. All manufacturing processes, equipment and services for AM and subtractive to include digital manufacturing, innovation and expeditionary manufacturing solutions for both mobile and stationary units are included. All post process machining/ancillary equipment and accessories required for part/object/solid model manufacturing are included.  Software components such as computer aided design (CAD), product data manager (PDM), simulation, finite element analysis (FEA) and visualization solutions are included. All ancillary technology, equipment, materials, accessories and processes related to the function, production, training and sustainment efforts are within the scope of this SIN. All aforementioned products and services as they apply to this SIN can be offered individually or as part of the greater AM total solution.

 

Deletion of the Following SINs due to low/no sales:

20 220, Projection Screen, Stand, Printer (Enlarger), Systems

50 180, Time and Attendance Program Systems

51 101 7, Transparency Film
