Open Ratings Retirement and Past Performance Requirements for new MAS Offerors

Please be aware that as of Friday Dec. 6, 2019, Open Ratings stopped accepting new orders for Past Performance Evaluations. This means MAS offerors must demonstrate a pattern of past performance by using one of the other methods outlined by the solicitation:

 

1) verifying in eOffer they have three (3) or more CPARS assessment reports that meet the solicitation criteria outlined in SCP-FSS-001 (j)(2)(ii)(A), or 

 

2) submitting a past performance narrative and list of customer references as outlined in SCP-FSS-001 (j)(2)(ii)(C) when the offeror does not have CPARS assessments that satisfies the solicitation criteria outlined in SCP-FSS-001 (j)(2)(ii)(A). GSA will contact each customer reference and request they complete a past performance questionnaire. A copy of the questionnaire is attached to this notice for informational purposes only. Offerors should not upload completed past performance questionnaires with their MAS offer.

 

As noted above, an offeror’s demonstration of past performance is limited to the methods outlined in the solicitation. GSA will not accept other Dun & Bradstreet reports in place of the Past Performance Evaluation prepared by Open Ratings.

Offerors that ordered an Open Ratings Past Performance Evaluation on or before December 06, 2019 may use SCP-FSS-001 (j)(2)(ii)(B) to demonstrate a pattern of Past Performance as long as the Open Ratings Past Performance Evaluation uploaded to the offer is dated within one (1) year of offer submission and the offeror did not have CPARS assessments that satisfy the solicitation criteria outlined in SCP-FSS-001 (j)(2)(ii)(A).
