MAS Advance Solicitation Refresh Notifications Begin This Week

This week, GSA's Federal Acquisition Service (FAS) will begin posting advanced notice of Multiple Award Schedule (MAS) solicitation changes, pursuant to the recently signed FAS policy requiring FAS to strive to post notices of solicitation refresh changes to Interact 30 days in advance of said refresh. This iteration's refresh is slated to include Commercial Supplier Agreement (CSA) Deviation clauses, Continuous Contracts clauses, and Streamlined Offer Requirements clauses. The notices will be posted to Interact as applicable to individual Schedules.  Vendors are encouraged to provide feedback.

<p>I have a comment to the FAQs pertaining to the Contract Continuity Initiative. While the new offere must possess the same SINs, does it have to mirror the same offerings, pricing, discounts and terms &amp; conditions? The FAQs only state that you have to propose the am SINs as those awarded under the existing contract.&nbsp;</p>

<p><span style="color: rgb(0, 0, 0); font-family: arial, sans-serif; font-size: 12.8px;">Thank you for the question.&nbsp; Your question, I think addresses the &#39;Streamlined Offer Requirements for Successful Contractors&#39; and the eligibility for this new avenue.&nbsp; As for pricing, a</span><span style="font-family: arial, sans-serif; font-size: 12.8px;">ll solicitation requirements apply to streamlined offers, to include the Price Proposal Template, Supporting Pricing Documentation, Price Narrative, Commercial Price List or Market Rate Sheet (if applicable), and Commercial Sales Practices (CSP) disclosure. Pricing requirements are not streamlined and are consistent with those for new&nbsp;offerors.&nbsp;Offerors&nbsp;are encouraged to offer pricing, terms and conditions that represent the best value to the government.&nbsp; These may or may not be consistent with existing pricing.&nbsp; Contracting Officers will examine pricing awarded under the contractor&rsquo;s existing contract if similar items are proposed under its streamlined offer.&nbsp; If the offerings are materially different (e.g. require a technical evaluation) than those on contract then the streamline path is not available and an&nbsp;offeror&nbsp;must utilize the existing rules for submitting a new offer.&nbsp; Happy Holidays!</span></p>
