It’s Official: Army Medical Command Teams Up with GSA to Support Its New Mission

Signing of Strategic Partnership Agreement between MEDCOM and GSA

Brian Martin, Monte Kapec, and LTC Marc Bustamante

The U.S. General Services Administration (GSA) and the U.S. Army Medical Command (MEDCOM) have signed a Memorandum of Understanding (MOU) that give MEDCOM access to critical process improvement and performance management services needed to make major changes in their health care delivery system to better serve soldiers, their families, Department of the Army civilians, and retirees.

This partnership will help MEDCOM transition the Army’s Health Care System into one that focuses on disease prevention and behaviors that promote wellness and healthy living. In an effort to create a seamless process, MEDCOM will use GSA’s Performance Management/Continuous Process Improvement (PM/CPI) blanket purchase agreement (BPA) that is estimated to streamline the acquisition of approximately $20 million in performance management and continuous process improvement services over the next five years.

Ms. Tiffany Hixson signs the Strategic Partnership Agreement between MEDCOM and GSA.

“MEDCOM is making tremendous changes to how they deliver services to their customers and they recognize that using GSA’s contract solutions for process improvement services will streamline their efforts,” said GSA’s R10 FAS Regional Commissioner and Professional Services Category Executive Tiffany Hixson. “Tapping into GSA’s blanket purchase agreement is exactly the right prescription.”

The BPA delivers better value and savings by saving taxpayer dollars and providing easier access to resources and tools through a streamlined acquisition process.  MEDCOM will have a choice of well qualified contractors and performance management services and the benefits of governmentwide shared best practices related to PM/CPI approaches.

The agreement was signed by MEDCOM's Deputy Chief of Staff for Procurement Monte Kapec and Hixson. Attendees also included LTC Marc Bustamante, the Commander of the Health Care Acquisition Activity (HCAA) and Brian Martin, the Director of the US Army Medical Research Acquisition Activity (USAMRAA). HCAA and USAMRAA and MEDCOMs to contracting activities responsible for delivering a myriad of medical contracts and cooperative agreements.
