Interact Question #11 - A2/A2SB GWAC Industry Meetings

The Coalition for Government Procurement is excited to announce a series of Alliant 2 / Alliant 2 Small Business (A2/A2SB) GWAC Industry Meetings. The goal of the meetings is to facilitate a Myth-buster’s dialogue with the GSA A2/A2SB GWAC Team concerning the procurement strategy for the upcoming GSA A2/A2SB GWACs. The A2/A2SB GWAC Industry Meetings are open to all interested industry representative(s), regardless of whether the representative(s) is/is not a member of the Coalition for Government Procurement.

The A2/A2SB GWAC Industry Meetings will take place with the GSA A2/A2SB GWAC Team on the 3rd Wednesday of each month at 1:30pm ET beginning October 15, 2014 and ending with the release of the Alliant 2 RFP. These virtual meetings will be no longer than 90 minutes. An agenda and more details will be provided as they are finalized.

Additionally, the GSA A2/A2SB GWAC Team is requesting that industry representatives provide topics/issues of interest to help form the agenda for the inaugural meeting on October 15, 2014. If you have suggestions, please submit them below in the comments section of this Interact notice.

<p><span style="display: none;">&nbsp;</span>Thank you for the opportunity to provide inputs for consideration for the Oct 15<sup>th</sup> call.&nbsp; Here are a few items that we would like the Government to consider as they move forward with the structure of the Alliant 2 RFP.&nbsp; These may be appropriate to comment on in the call or for the Government to consider outside of the call as you work towards the Alliant 2 RFI/Draft RFP materials.</p><ul><li>Direct Labor Rates:&nbsp; Consider the impact of both geographical location and clearance levels when establishing the <em>RFP evaluation requirements</em> for direct labor rates to ensure maximum flexibility for the diverse Alliant 2 customer base.&nbsp;&nbsp; The Labor Rate Ranges should contain the flexibility to account for these higher priced scenarios.&nbsp; Allowing direct labor rates to be established at the TO level, where the specific requirements for the particular effort are well defined, will allow for more accurate pricing and for competition to appropriately drive the price.</li><li>Purchase System:&nbsp; Consider making an approved purchase system a mandatory requirement for the Unrestricted, Full &amp; Open (LB) RFP. &nbsp;Given that there could be significant purchasing under some of the large Alliant 2 Task Orders, the benefits of a CPSR-approved system to the Alliant 2 customers include:<ul><li>Reduced Government administrative oversight</li><li>Minimized lead times and overhead costs</li><li>Reduced requirement for advanced notification/request for consent from the Government</li></ul></li><li>Electronic vs. Hard Copy Submission:&nbsp; Consider making the proposal submission an electronic one to be sensitive to sustainability.</li><li>Reporting Requirements:&nbsp; Carefully assess contract reporting requirements around Task Order awards, CAF, etc. to avoid significant contractor administrative support for data/information that is not necessary and/or utilized by the Government.&nbsp; &nbsp;In the current environment, both Industry and the Government are challenged with operating with reduced resources.</li><li>CAF requirements:<ul><li>Consider a credit card option for CAF payment.&nbsp;</li><li>Reassess/restructure the &ldquo;CAF Cap&rdquo; to make it easier to track/manage.&nbsp; A &ldquo;CAF Cap&rdquo; calculation by contract year is extremely difficult to manage, especially with multi-year base periods.&nbsp; Recommend a &ldquo;CAF Cap&rdquo; be established over the TO lifecycle (vs. yearly).</li></ul></li></ul>
