Interact Q and A

A visitor to EIS Interact posted multiple questions and requested a response before the June 30 Industry Day.  The EIS team determined that the responses to the questions would be of interest to the entire community.





  1. What is the relationship between NS2020, Enterprise Infrastructure Solutions (EIS) and the Regional Infrastructure Solutions (RIS) contracts? 


NS2020 is GSA’s overall Information Technology /telecommunications Infrastructure strategy for the next decade.  The NS2020 Strategy took over two years to develop and is the result of GSA’s partnership with the Interagency Advisory Council composed of Agency CIOs and CAOs. 


  1. Is NS2020 the overall strategy, while EIS and RIS are the vehicles to deliver the strategy? 


NS2020 is the overall strategy.  EIS is the largest of the proposed initiatives documented in the strategy.  RIS was contemplated as an interim solution, but has been cancelled.


  1. Does EIS fully replace Networx and the three RIS contracts fully replace the current local  telecommunications contracts?


EIS will fully replace Networx (both Universal and Enterprise) as well as the 83 Regional local service contracts.  RIS was cancelled.


  1. Among the RIS contracts, the RFP for Northeast Infrastructure Solutions (NIS) was scheduled to be released first, yet it has been cancelled.  Does GSA still plan to award any RIS contracts?  If not, then what future vehicle will continue services currently provided under the current local contracts?


There will be no RIS acquisitions.  Sixty-five (65) of the 83 Regional local service contracts will be extended to May 30, 2020.  All clients served by those contracts will be transitioned to EIS by that date.  The notification of the government’s intent to extend these contracts was posted on FedBizOps (FBO).  The link for the FBO postings is available in the EIS Interact site.


  1. Under EIS, will GSA provide online pricing and inventory information as is currently provided via the Agency Pricer and the Public Pricer tools?  If yes, will current capabilities be retained?  For example, the inventory aspect of the Agency Pricer is routinely used to price access rates for many locations at many speeds via a single upload file containing CLINs and Network Site Codes - - this is a valuable piece of functionality.


Under EIS, GSA will have an online pricing capability similar to what is available under Networx and the WITS3 contracts.  The specific design of how that platform will display information is still under consideration at this time.


  1. Regarding the EIS Pricing Catalogs, who will become authorized users (vendors, GSA, agencies)?  Will information loaded to Pricing Catalogs be integrated into/visible through the GSA Agency Pricer or will agencies need to access individual vendor Pricing Catalogs separately?  Concern: performing Fair Opportunity assessments will be difficult if apples-to-apples pricing is not available for all vendors via a single source.


Agencies and the public will have access to the “EIS Pricer” for those Contract Line Item Numbers (CLIN) with pre-negotiated prices for that specific fiscal year - similar to Networx today.  The proposed EIS Catalogs will be maintained by the contractors as contractor-hosted web sites, and are subject to change at the discretion of each contractor in accordance with the terms established in their EIS contracts.   As a result, the EIS Catalogs are expected to be dynamic in their content.


In addition, the prices within the EIS Catalog, while not on the EIS contract, are orderable within the agency task order.  The Ordering Contracting Officer (OCO) will provide a fair notice of intent to make a purchase, including a clear description of the supplies to be delivered or the services to be performed.  The OCO, though purchasing from the EIS Catalog at pre-negotiated discounts, must still perform required market research to make a Fair and Reasonable determination.


GSA is investigating the best approach to providing comparability across contractor catalogs and other sources of public pricing information for like-to-like comparisons.



  1. During the May EIS Industry Day it was noted that transparency will be enhanced via agency Transition Plans.   Who will have access to the content of agency Transition Plans?


GSA will ask the agencies to provide their transition plans to both GSA and OMB.  GSA will be offering agencies assistance with developing those plans and, therefore, will have earlier insight to those plans and the opportunity to review and comment on them.  During the transition from FTS2001 to Networx, GSA collected planning information from the agencies, incorporated it into a master transition schedule, provided that schedule to the Networx contractors, tracked the "planned" and "actual" data for significant activities, and posted reports to our public website.We expect to begin developing similar reports even earlier with EIS and intend to share releasable data as much as possible.

<p>Thank you for posting these questions and responses.&nbsp; &nbsp;While I understand the responses related to the Agency Pricer and the EIS Catalogs, it is unclear to me how these two different toolsets will work together to allow agencies to perform in-kind price evaluations across vendors, and how agencies will use the tools to maintain current pricing information throughout the life of the contract.&nbsp; From one of the GSA responses, it sounds like some of these items are under investigation.</p><p>&nbsp;</p><p>As part of the transition from FTS2001 to Networx, GSA collected input from agency representatives on capabilities to be included in certain online tools, including the Agency Pricer which delivers capabilities beyond the public Networx Unit Pricer.&nbsp;&nbsp; How can agency personnel become involved in defining requirements of EIS online tools such as the Agency Pricer, vendor-maintained EIS Catalogs, and the successor to the billing and inventory capabilities of E-Morris?</p>
