Important Update: Upcoming Refresh/Mass Mod to Implement Order-Level Materials (OLMs) on Schedules 36, 58 I, 78, 71 IIK and 72

The U.S. General Services Administration (GSA) recently issued a final General Services Acquisition Regulation (GSAR) rule to incorporate Order-Level Materials (OLMs) into the Multiple Award Schedule (MAS) program. This change to the Schedules program will provide agencies the flexibility to easily acquire OLMs, creating consistency between the MAS program and other established indefinite-delivery/indefinite-quantity (IDIQ) contracts. Providing agencies with additional flexibility through MAS will result in more consistent application of policies and better value for customer agencies, industry partners and taxpayers.  

The GSA Federal Acquisition Service (FAS), Integrated Workplace Acquisition Center (IWAC) is planning to refresh the following Schedule solicitations in early Spring 2019 to implement the OLM authority:

36 Office, Imaging, and Document Solutions

58 I Professional Audio/Video Telemetry/Tracking, Recording/Reproducing and Signal Data Solutions

78 Sports, Promotional, Outdoor, Recreation, Trophies, and Signs (SPORTS)

72 Furnishing and Floor Coverings

71 II K Comprehensive Furniture Management Services (CFMS)


In addition, GSA FAS IWAC will host a public webinar to provide interested parties an opportunity to learn about the planned changes and ask related questions.  The webinar will be in a listen-only format with the ability for participants to type questions via an online chat function. Webinar information is provided below.

GSA FAS will issue a bilateral modification to incorporate the planned changes into existing contracts.  Acceptance of the modification will be optional.  GSA requests that MAS contractors either accept or decline the mass modification within 30 days of receipt. At this time, MAS contractors will not have a second opportunity to add the OLM SIN to their contract if this mass mod in initially declined.  By accepting the modification, the OLM SIN and OLM terms and conditions will automatically be added to the existing contract. Existing contractors must accept the modification to begin providing OLMs in response to customer requirements.

Note: GSA is requiring that contractors accept the bilateral Commercial Supplier Agreements (CSA) mass modification before they will be issued the above-referenced OLM mass modification.  This will ensure that, where OLMs have associated CSAs, both government and industry benefit from the protections against conflicts with Federal law provided by the CSA final rule. The CSA mass modification will also add/update clause 552.212-4 Contract Terms and Conditions Commercial Items (JAN 2017) (DEVIATION - FEB 2018) (ALTERNATE I - JAN 2017) (DEVIATION - FEB 2007), which includes the fill-in language required to implement the OLM authority.  Please see FAQs and the CSA notification for further details.
