IMPORTANT CHANGE NOTICE FOR SCHEDULE 736: New Ordering Guide and clarifications have been issued.

comments on the attached DRAFT document must be submitted in the

`Comments' section below within ten (10) business days of this posting





Comments provided elsewhere or after 10 business days will not be

considered. GSA FAS will consider all relevant comments and make

changes to the DRAFT as appropriate, but will not issue a formal

response to industry comments or related inquiries. Interested parties

should review the final version of the solicitation refresh or mass

modification closely for additional changes made to this DRAFT."





To better serve the staff augmentation needs of customer agencies and in support of OMB MD 17-22 which mandates assessment and improvement of all workforce and Human Capital Management Processes, and in the spirit of Category Management Best Practices, GSA Region 2 is enhancing Schedule 736 TEMPORARY ADMINISTRATIVE AND PROFESSIONAL STAFFING (TAPS).  The scope of the original Solicitation remains unchanged.


The following updates have been made:


  • The new solicitation distinguishes which SINs include both Wage Grade (SCA) Rates and Professional Labor Rates. The solicitation also provides a complete list of the occupational categories available under each SIN by providing a link to the SCA Directory of Occupations Fifth Edition:      https://www.dol.gov/whd/regs/compliance/wage/SCADirV5/SCADirectVers5.pdf  


  • The new solicitation provides clarification for customer agencies and vendors alike about the relevant CFR regulations regarding the maximum time limits for the use of temporary staffing firms.

In accordance with 5 CFR § 300.504,

(a)Time limit on use of temporary help service firm.  An agency may use a temporary help service firm(s) in a single situation, as defined in § 300.503, initially for no more than 120 workdays. Provided the situation continues to exist beyond the initial 120 workdays, the agency may extend its use of temporary help services up to the maximum limit of 240 workdays.  



  • SIN descriptions have been simplified and classified according to major Occupational Classes. A link under each SIN provides access to the SCA Directory.


  • The Solicitation update includes new pricing templates for Vendors to simplify their price proposals. These vendor pricelists distinguish between Wage Grade labor rates and Professional labor rates.


  • Additional NAICS secondary codes have been added to identify major sub-categories such as Court Reporting.


These changes will provide additional clarity for both industry partners and client agency  in order to facilitate greater use of the schedule. No modifications are required as a result of these updates, although vendors may choose to update their pricelists.

Emphasizing the temporary nature of the schedule presents a problem for industry. Because of the lengthy government processes to issue security credentials the initial 120 days would be wasted waiting for credentials for a worker to perform in the government environment. As a standard practice, most vendors don't bid on such short-term projects.
