Learn how GSA and NARA collaborated to​ expand Schedule 36 Records Management Solutions & what steps are necessary to incorporate the changes into your GSA contract.  

As technology has evolved and federal space has been reduced, the Federal need for managing both physical and electronic records has grown in scale and complexity.  In response to these challenges and to help agencies comply with Federal records management statutes and regulations, GSA's Integrated Workplace Acquisition Center (IWAC) has partnered with the National Archives and Records Administration (NARA) to revise SIN 51 504 under Schedule 36.  In addition, SIN 51 600 was developed to specifically address Electronic Records Management Solutions.  The revisions to SIN 51 504 and SIN 51 600 went into effect on 10/1/2017.  Vendors are now permitted to apply these changes to their existing Schedule 36 contract or submit a new proposal under Schedule 36 to offer these services.

NARA will discuss their Federal Electronic Records Modernization Initiative (FERMI) and the steps they have taken to develop a comprehensive Federal records management procurement strategy. They will discuss how FERMI supports NARA’s Strategic Plan and all Federal agencies in the transition to a digital government. They will also cover the process of creating the Universal ERM Requirements and their integration with the new ERM SIN under Schedule 36.

GSA will identify the necessary steps for contractors to incorporate the changes into their GSA schedule contracts, for both the revised SIN and the new ERM SIN.  In addition, they will discuss the process for obtaining a contract under schedule 36 for those vendors who do not already hold a GSA contract.  There will also be a question and answer session with both NARA and GSA representatives.  

In this 2-hour session you can expect to:

  • Learn about NARA Universal ERM Requirements
  • Get updates on recent enhancements to Schedule 36
  • Learn the necessary steps to incorporate the new changes into your contract
  • Learn how these changes affect government customers and how they’ve reacted to the recent changes.

Transportation: Take the Metro Orange or Blue line to Farragut West, exit the Metro on the 18th Street side and walk south on 18th Street about four blocks to F Street. The entrance is located at the middle of the building on F Street, between 18th and 19th Street.

Parking: There are two parking garages near GSA on 18th Street, one on the right and one on the left just as you pass F Street, between F and G Streets. In addition, there are other parking garages on Pennsylvania Avenue, between 18th and 17th Street within walking distance of GSA.

 
 
UPDATE 9/15/17: 
The IWACenter intends to incorporate the attached software terms and conditions into the Schedule 36 solicitation for all vendors proposing software and related services.  Please note that for cloud services proposed under Schedule 36 as part of a total records management solution,  the IWACenter does not intend to incorporate additional terms and conditions other than those currently covered in the Solicitation and the Universal Electronic Records Management Requirements attachment to the solicitation.

UPDATE TO REQUIREMENTS

Please be advised that that the Implementation Instructions pertaining to the refresh of GSA Multiple Award Schedule (MAS) 36 have changed. The Implementation Instructions previously shown for the new SIN 51 600 now apply only to Electronic Records Management vendors applying for the new SIN 51 600. This is done on an individual basis at the order level. Also, the Vendor Certification procedure detailed in the refresh applies ONLY to Electronic Records Management vendors applying for the new SIN 51 600.

As a reminder, under SIN 51 504 Physical Records Management, Federal agencies must certify to NARA that a Commercial Records Storage Facility or an agency’s own records center meets the 36 CFR 1234 standards. Commercial Records Storage Facility Vendors cannot self-certify.

To whom it may concern:

 

The Draft updates to the GSA Schedule 36 are extremely exciting and we look forward to adding the new SIN, “51 600 --- Electronic Records Management Solutions”, to our existing GSA 36 contract”.

 

Based on our company’s experience implementing Electronic Records Management Solutions, the DoD Standards have proven very useful.

 

In addition, on September 10, 2008, NARA issued “Bulletin 2008-07” stating that “the National Archives and Records Administration (NARA) endorses version 3 of the Department of Defense (DoD) Electronic Records Management Software Application (RMA) Design Criteria Standard (DoD 5015.2-STD, April 2007) for use by all Federal agencies.”

 

Please consider adding this very well thought out Standard to the list of Universal ERM requirements. This would standardize the following:

 

  1. mandatory metadata standards for all records, including for different kinds of files such as email, photos, and office documents
  2. methodology for destruction of electronic records at the end of their lifecycle
  3. approach for transfer of records from one agency to another, and for transfer from an agency to NARA
  4. metadata requirements for classified records
