IMPORTANT ADVANCE NOTICE: New MAS Consolidated Solicitation Refresh #1

Purpose of Planned Action

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to refresh MAS solicitation 47QSMD20R0001. This refresh is tentatively scheduled for January 15,  2020 and will address some administrative updates, implement required clause/provision updates, and provide clarification based on feedback received since the MAS Solicitation was released on October 1, 2019.

Summary of Planned Changes

The attached draft significant changes document outlines the changes that will be made in this refresh, including:

  • Implementation of 2nd Interim Rule 2018-017 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment
  • Expiration and removal of FAR 51 Deviation Authority
  • Required updates to current contract clauses/provisions
  • Re-mapping some legacy SINs to new SINs

What Actions Should I Take

If you are a contractor currently working on an offer, please accept refresh #1 prior to submitting your offer. If you have already submitted an offer under MAS, please work with your assigned contracting specialist or officer to accept refresh #1 prior to award.

There is no impact to current Schedule holders in this refresh. The updates made in refresh #1 will be reflected in the Mass Mod issued to current contractors in January 2020.

We highly encourage current contractors to tune in to our upcoming webinar dedicated to refresh #1. The webinar will include a question and answer session, giving you the opportunity to get answers directly from GSA’s subject matter experts.
