IMPORTANT ADVANCE NOTICE: GSA to Issue Mass Modification for Current Schedule Contractors


This Interact post is the advance notice announcement of GSA’s intention to issue current Schedule contractors a Mass Modification (Mass Mod) in January 2020 that will update their contracts to reflect the new consolidated Multiple Award Schedule (MAS) for product, services, and solutions that was released on October 1, 2019.

The new single Schedule solicitation, which takes into account the more than 1,000 comments GSA received from industry during our RFI process, features a simplified format, streamlined terms and conditions, and new categories and Special Item Numbers (SINs). This new format will make it easier for contractors to offer products, services, and solutions and for our agency partners to find them.

What to Expect January 2020

In January 2020, GSA will issue a Mass Mod to all current Schedule holders to align the terms and conditions of their contracts with those of the new consolidated MAS vehicle. The consolidated MAS solicitation and applicable category attachments are posted on Beta.Sam.gov for your reference. The new consolidated MAS solicitation includes:

  • Solicitation
  • Available Offerings Summary Document 
  • One Attachment for each Large Category
  • Regulations Incorporated by Reference

The category attachments include additional instructions or requirements specific to each large category, subcategory, or SIN.


GSA will use the new Available Offerings and Requirements page on GSA.gov to house templates and attachments that are part of the solicitation. How and when to use each template will be noted in the solicitation documents posted on Beta.Sam.gov, but for ease of use and organization purposes, the individual documents will be housed on GSA.gov. 


How to Prepare for the January 2020 Mass Mod


1) Attend a webinar:


We highly encourage current contractors to tune in to our upcoming webinars dedicated to the Mass Mod. These will include a question period, giving you the opportunity to get answers directly from GSA’s subject matter experts. The same information will be presented at both webinars, so you do not need to attend both sessions.

2) Review the New Solicitation and Understand the New Offerings Structure:


Review the solicitation to understand where your offerings will fall under the new large categories, subcategories, and SINs. Review the advance notice for the release of the MAS solicitation, for a crosswalk of clauses to available offerings, matrix of overall clauses included in MAS, and an industry FAQ. 


Attached to this notice is the Available Offerings Attachment, including a crosswalk from the current 24 Schedules to the new MAS Consolidated Schedule


3) Ask Questions:


If you have questions, please reach out to your assigned contracting officer (CO) or the Multiple Award Schedule Program Management Office (MAS PMO) at MASPMO@gsa.gov


What To Do When You Receive The Mass Mod In January


1) Take Prompt Action:


Begin reviewing the Mass Mod as soon as you can. 


2) Understand Any Applicable Exceptions:


When responding to the Mass Mod, you will be presented with each clause in the consolidated Schedule and will be able to either accept the clause or request an exception to the clause. You must include a written narrative to justify each requested exception and all exceptions must be negotiated with your CO.


TIP:  If you currently have exceptions, please review them in eLibrary and make note - this will help you quickly input any exceptions when you are responding to the Mass Mod. GSA is recommending that contractors with clause exceptions reach out to their CO before April 1, 2020, to ensure there is adequate time to negotiate the exceptions before the July 31, 2020 deadline.  


IMPORTANT: You do not have to take exception to clauses that do not apply to you. For example, if you are not participating in the Transactional Data Reporting (TDR) pilot, you do not need to take exception to TDR clauses because they do not apply to you.


3) Respond To The Mass Mod:


Respond to the Mass Mod before the July 31, 2020 deadline. 


Things to remember

Your assigned CO, contract number, period of performance, and products and services offered will not change as a result of acceptance of the Mass Mod.


The deadline to sign the Mass Mod is July 31, 2020. If you have not responded to the Mass Mod by this date, your offerings will not be available to view on our GSA eTools. Please plan accordingly and if you intend to take any exceptions, review and submit those exceptions as soon as possible to allow GSA the appropriate time to review and respond.
