GSA IT Schedule 70 to Incorporate Health Information Technology Services SIN

Over the last six years, healthcare has been the fastest growing segment in the federal government and commercial markets.  Health Information Technology (Health IT) makes it possible for healthcare providers to manage patient care better through the secure use and sharing of health information.  Given the current focus on military health and civilian healthcare reform, Health IT has become a valued market for the General Services Administration (GSA) and its customers.

 

As such, IT Schedule 70 has created a new Special Item Number (SIN) for Health IT to assist customer agencies in procuring Health IT services by clearly differentiating them from other IT related services currently available under the program.

 

The new Health IT SIN will provide industry partners the opportunity to distinguish their Health IT services offerings from other IT related services under existing SINs.  This allows agencies to more easily search for and find Health IT services that our industry partners offer.

 

In addition to this advanced notice posting, GSA FAS will be hosting a webinar for our industry partners to ask questions and hear from subject matter experts. The webinar is scheduled for June 21, 2016 from 11:00 a.m.-12:30 p.m. EDT.  Use this link to register.

Recommend the following language be included as a technical requirement to ensure that Protected Health Information (PHI) is properly managed by all Health IT SIN awardees:

Independent Third-Party Review.All Health IT SIN organizations should have an independent review of their privacy/security policies, procedures, plans and effectiveness of controls on a periodic basis. The reviewer, at a minimum, should perform: a review of the organization’s adherence to its security plan; regular vulnerability assessments (e.g., network scans, penetration testing, and assessments to protect against social engineering attacks); and evaluation and adjustment of the security program in light of vulnerability assessments and evolving circumstances. This type of third party review/attestation would provide level of risk mitigation related to a breach, incident or cyberattack to the agency letting the contract with entities that would act as a covered entity (CE) or business associate (BA) under HIPAA.

2016) refers to an attached document (Critical Information Specific to Schedule 70) - where is that document located as I'm unable to locate that information anywhere in this current document?

The significant changes document has conflicting information regarding the maximum length of the project descriptions. In one place it says 2 pages and in another it says 4 pages. Can GSA please clarify the maximum length of the project descriptions? Thank you!

SCP-FSS-004 specific proposal instructions for schedule 70 (4 page limit) - Identifies a very specific set of questions that must be addressed. However, CI-FSS-152-N additional evaluation factors for new offerors under schedule 70 (2 page limit) - Requests for additional details/requirements. Yes, GSA IT Schedule 70 expects each provision to be addressed.

There appears to be a conflict of the criteria for the Healthcare IT SIN Relevant Project Experience.  GSA identified a very specific set of questions that must be addressed  on pages 4-5 of the PDF document entitled “SignificantChangesDocument_HealthITSIN_06072016_0”, reference A-F.  However, further into the document on page 9, referencing (IV)(B)1-4, GSA sets forth varying requirements for SIN 132-56.  Does GSA expect a combination of both sections?  Please advise. Thank you!

There is a reference to a draft document in Attachment 1 stating that all comments on the attached DRAFT document must be submitted in the “Comments” section below within ten (10) business days of this posting. I don’t see the Comments section, is there supposed to be another attachment or are you looking for comments on the whole document? Or is Attachment 1 and 2 purely informational?
