EIS Response:

CLINs for catalog items vary in structure and required pricing elements depending on the service being sold using the catalog structure. Section B.1.3 enumerates the catalog services and provides specific Section B references where the details for pricing each catalog-based service may be found. These details include descriptions of the CLINs and CLIN elements.

GSA will not be revising the referenced white paper at this time. Catalog CLINs share some common features, as they are essentially ICB CLINs, which are covered in the referenced white paper. However, based on the information provided in RFP Section B, the following example supplements those found in the white paper.

Example: An agency has a requirement for a catalog-based SRE item that uses the ICB pricing structure for that catalog-based service to determine the TO price for that item

· In this case, the contractor establishes the item in the SRE catalog by providing the required data found in B.2.10.2.1, including the Case Number which is one of several items that uniquely identifies the item for ordering. [Note that the CLIN will not uniquely identify each catalog line item.]

· Assuming the agency has accepted the TO-specific discount classes and levels for the TO (see table B.2.10.2.2), the price is determined by applying the appropriate TO class discount to the Official List Price (OLP) for that CLIN and Case Number SRE catalog item.

I read this document when first posted and again just recently. It is very helpful. Since the document was initially posted, I've heard the term "Catalog CLIN" used. While I somewhat understand Catalog CLINs from the context in which they've been mentioned, it would be helful if this document could be reshed to include discussion and examples of Catalog CLINs. Is that something GSA can provide?
