Disaster Purchasing Guide for Professional Services for State and Local Agencies

GSA's Disaster Purchasing Program lets state and local governments buy supplies and services directly from all GSA Schedules to facilitate disaster preparation, response, or major disaster recovery.


GSA’s Office Professional Services and Human Capital Categories has created a two-page Disaster Purchasing Guide for Professional Services to assist state and local agencies needing to buy professional services during the current pandemic.


The services available to state and local governments include:

  • Organizational and financial preparation
  • Logistical management
  • Environment preparation and recovery
  • Personnel and training
  • Public relations and marketing
  • Engineering

The guide includes Special Item Numbers (SIN), SIN descriptions, and examples of the types of services based that can be bought under those SINs.

Recovery related purchases must be made in response to a Stafford Act Presidential declaration. The Federal Emergency Management Agency (FEMA) manages the list of declared disasters.
