Advanced Notice: Upcoming Mass Modification for Global Supply Orders

 

Purpose of Planned Action

The General Services Administration’s (GSA) Federal Acquisition Service (FAS) is planning a mass modification for 14 GSA Multiple Award Schedules (MAS) to reflect the ordering requirements for accepting Global Supply orders from FAS’ General Supplies and Services Portfolio.  The upcoming Schedule modification is planned for March 2017.

 

GSA Global Supply is continuing the modernization of order processing via Order Management Services (OMS). OMS currently transmits orders utilizing two methods:

 

1)     Electronic Data Interchange (EDI) which provides for full electronic processing of all orders; or

2)     Vendor Portal (VP). which provides an internet portal for contractors to retrieve orders and manually input transactional data.

 

OMS does not natively support FAX transmission of orders, and consequently GSA Global Supply is phasing out fax transmissions in FY18.

 

Summary of Planned Changes

Below is a high-level description of significant changes to be included in the upcoming general Federal Supply Schedules  modification.  Please note that several of the changes listed below have already been made -- or may not apply -- to some Schedules.  Be sure to review the mass modification for full details.

 

1)  Schedules affected:

  • 36 -   Office Imaging and Document Solution   
  • 51 V - Hardware Superstore
  • 56 - Buildings & Construction Materials/Industrial Services & Supplies
  • 58 I - Professional Communications Equipment
  • 66 - Scientific Equipment & Services
  • 67 - Photographic Equipment 
  • 71 - Office Furniture
  • 72 - Furnishings and Floor Coverings    
  • 73 - Food Service, Hospitality, Cleaning Equipment and Supplies, Chemicals
  • 75 - Office Solutions: Supplies & Services
  • 76 - Publication Media
  • 78 - Sports; Promotional; Outdoor; (SPORTS)
  • 81 I B - Shipping, Packaging/Packing Sup.
  • 84 - Total Solutions for Law Enforcement, Security, Facilities Management, Fire RESCUE, CLOTHING, MARINE CRAFT AND EMERGENCY/DISASTER RESPONSE 
 

2. Bilateral, optional Modification to receive Global Supply Orders.

This is a voluntary, bilateral modification to your GSA Multiple Award Schedule Contract (MAS) contract to allow you to receive GSA Global Supply product orders against your MAS contract. The affected clause is GSAR 552.216-73(b) Ordering Information (Alternate I).   

 

In order to receive (or continue to receive) Global Supply orders, contractors must choose either:

 

1)     Electronic Data Interchange (EDI) which provides for fully electronic processing of all ordering; or

2)     Vendor Portal (VP), a more manual form of EDI that gives a contractor access to a GSA provided internet portal for contractors to retrieve orders and manually input transactional data.

 

EDI is the preferred business transaction processing method, but contractors with small order volumes and no EDI capability may prefer to utilize VP for reasons of lower overall operating costs and/or higher implementation costs for EDI.

 

3. Electronic Processing (no mail or fax) for all Global Supply Orders.

Faxes will not be utilized  for Global Supply orders after April 16, 2018.  This modification only applies to orders issued via GSA Global Supply Order Management Services, and requires the contractor to adhere to the Electronic Data Interchange/Vendor Portal (EDI/VP) business rules and requirements found at www.gsa.gov/supplyedivp.
