UPDATED: Advanced Notice for MAS Refresh 5 and Upcoming Mass Modification

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 - Refresh # 5 and an associated mass modification (mass mod) to all existing contracts in November 2020. Outlined below are the upcoming changes associated with Solicitation 47QSMD20R0001 - Refresh # 5 and the mass mod:

MAS Solicitation Changes:

  1. Incorporate a new Section 889 “Part B” Representation Requirement in the System for Award Management (SAM).
  2. Remove GSAR 552.204-70 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. 
  3. Update vendor templates for Agent Authorization Letter and Request to Hold Continuous Contracts. 


Category-Specific Changes: 

  1. Large Category H - Professional Services  
    1. 7 new Special Item Numbers (SINs) added
    2. 2 existing SIN descriptions updated

GSA FAS will issue a bilateral modification to apply the changes to existing MAS contracts. Contractors will have 90 days to accept the mass mod.

Yes I know and some COs in Auburn, Washington Region 10 are jumping the gun by requiring a newly formatted PPL from Refresh 5 before it has even been issued. And then ...........wondered why we didn't have the new form. HELLO! The lack of uniformity throughout GSA FSS in processing contract extensions is totally unsat but reached a new threshold when asking for forms that havent been issued.Hope the MASPMO takes this for action.Have made this known several times in past few months. Whos in charge here??
